CPDC MINUTES
Meeting Dated: March 12, 2001
Members Present: Neil Sullivan, (NS), Chairman; Richard Howard (RH); Richard
Schubert (RS)
Also Present: Joseph Delaney, Town Engineer (JD); Anne Krieg, Town Planner (AK)
The Chair called the meeting to order at 7:40 PM.
The following minutes were approved with editions: 1.08.01
STAFF BRIEFING
AK discussed the following items with the Commission:
✓ Meeting with Abend Associates - monitoring system; options for
construction after opening of site; Homemart improvement requirements
done by the Town
✓ Landfill permitting schedule
The following requests were made from staff:
RH requested VHB to produce options to reduce the effects of the landfill
project on the neighborhood as well as the effects of the Washington Street
Bypass 7 schedule a neighborhood meeting after April 2nd.
ADMINISTRATIVE REVIEW
RFP for old Police Station
AK/JD reviewed the proposals to the Commission.
After discussion the Commission reached the_following consensus.
• Re-development of building is a benefit to the town

As-builts and street acceptance plans-have not been submitted.. Minor issues
remain as loam and seed and general site clean-up as well as possible curb
replacement.
No action taken by the CPDC on this matter.

CONTINUATION OF A PUBLIC HEARING: ASHLEY PLACE
DEFINITIVE SUBDIVISION
The attorney for the applicant updated the CPDC on the progress of the plan
since the previous meeting. He showed an alternative plan to provide access to
the open space parcel abutting the subject property. This plan needs a waiver
from the roadway length requirement. The plan purports to bring the cul-de-sac
to the edge of the open space to bring sixty feet width of full access to it. The
pitch of the road decreases with the roadway extension and pulls structures
away from the existing neighborhood.
AK questioned the overriding public benefit of the grant of the a waiver under
the requirments of the Subdivision Rules and Regulations. She indicated the
need to provide for an affordable unit, possibly at the $285,000.00 range in
keeping with Executive Order 418 to provide up through 120% median income.

JD indicated a small stone parking lot would be constructed by the developer for
a few cars at the entrance to the open space parcel.
After discussion among the CPDC members, there was a consensus to the
principles of the plan given the benefits to the Town with the layout and
affordable housing donation.
Schedule for next hearing was discussed. The applicant requested an extension
to prepare a new set of plans for submittal.
RH requested staff to propose funding mechanism for affordable housing gift
from the applicant.
RH moved to continue the public hearing to April 9th 2001 at 8:00 PM. Motion
seconded by RS. All in favor.
PUBLIC HEARING: TEXACO STATION OF WALKER'S BROOK DRIVE
Mike Gallant, for the applicant, recapped the discussion from the previous
meeting and the previously submitted plan. A new plan was presented by the
applicant and the engineer. Photographs of similar projects in other
communities were also reviewed.
AK suggested more landscaping in the front and side of the property is
considered.
RS requested if pitched roof canopies were considered for this site.
RH indicated there should be no signs on the canopy. There may be a sign on
the building for Foodmart and Alliance and questioned the conformity of the
free-standing sign for Texaco on the streetline. He also expressed concerns on
lighting of the site, the scale of the canopy as massive to its site, and the
dumpster being enclosed.
Mr. Gallant indicated the need for consistent corporate identity but some special
designs have been done at other locations.
-RS indicated the-site is part of an entry point/ gateway to the community and the
Commission was looking for improvements to the streetscape.

AK reviewed the comments from the Development Review team meeting.
Attorney reviewed the easement issue with the Commission. This easement
gives access to the rear portion of the site. Conservation Commission wanted the
rear portion of the property for tax title. The back portion is being considered as
a partial location for snow storage after the construction of the landfill takes
place. The town wants to retain its use of the easement.
AK indicated further on the dumpster enclosure that it should match the
concrete block of the rear portion of the building.
RH requested for consideration of a brick exterior for the building.
RH moved the following:
We, the CPDC, as requested by Motiva Enterprises, under the provisions of
Section 4.3 of the Zoning By-Laws of the Town of Reading, to consider the
contemplated site plan development for property addressed at 87 Walkers Brook
Drive (Assessors Map 46, Lot 7), as shown on the plans entitled "Proposed
Service Station Improvements Texaco Service Station" having sheets 1 through
7, prepared and stamped by Tyree Consultants; do hereby vote to approve the
said application.
This approval is subject to the following conditions:
1. Prior to the issuance of a building permit, all other requirements and permits
shall be sought and received, including, but not limited to a curb cut permit
and a utility connection permit. The applicant shall bear the burden of
ensuring all state and local permitting has been sought and received.
2. Exterior construction of this project shall be limited to the following hours -
Monday through Friday from 7.30 AM to 6:30 PM, Saturday from 8:30 AM to
5:30 PM. No construction on the exterior shall be allowed on Sunday.
Interior construction shall be limited to these hours if the work performed is
audible within three hundred feet of the property boundary.
3. The Town Planner, prior to the issuance of a building permit, shall approve
final landscaping plans, and, the design plans for the canopy and building (no
signage on canopy allowed).
Motion seconded by RS. All in favor.

➢ Existing structure is not incorporated into the other units
➢ Visitor parking not shown
➢ Look at option to use existing grades more efficiently
1375 MAIN STREET
Comments:
➢ Concerns on the relaxation of requirments under the Aquifer protection District
➢ Impervious cover should be limited to 20%
➢ District was established to limit growth and development in the Ipswich River
Aquifer due to its use as a water source for the Town
Motion to adjourn at 10:55 PM, made by RH, seconded by RS. All in favor.
