JOINT PUBLIC HEARING WITH READING CONSERVATION COMMISSION: PLANNED UNIT DEVELOPMENT WALKERS BROOK DRIVE (READING LANDFILL) DICKINSON DEVELOPMENT Nancy Eaton (NE) Chair of Conservation Commission opened their hearing. RH read legal advertisement into the record. RD reviewed progress and history of project. Brad Latham, attorney for the applicant, reviewed project process/file. Mark Dickinson of Dickinson Development introduced his firm and project goals and history. Mark Nogueira of Vanasse Hangan Brustlin (VHB), engineer for the applicant reviewed the project plans, including square footage of retail, office, hotel and restaurant space, parking and loading needs, and access and circulation proposed for the site. Dave Pickard of VHB, reviewed the Notice of Intent application. ScottWeiss of VHB reviewed traffic application. Planning and Development Commission Meeting Minutes: May 16, 2001 Eliot Attlemien of Jordan's Furniture introduced their business. Brad Latham reviewed a Zoning Analysis which included their perspective of benefits to Town and impacts to Town. AK reviewed the PUD process. JD reviewed his memo of engineering comments. JB discussed cul-de-sac issues, length requirments in particular. FF reviewed memo of conservation comments. A copy of the purchase and Sale agreement was requested to be copied to both Commissions. Mike Abend, traffic consultant to the CPDC spoke of the following items: Preliminary review Final review of plans pending Estimating amount of traffic. Method and assumptions are reasonable He further discussed intentions to discourage neighborhood usage and recognized Reading, North Reading and Wilmington use neighborhoods to gain access to Walkers Brook Drive currently. Mr. Abend also reviewed: • Design Reactions • Monitor Pre & Post • Look at 5th lane as a balance • Signal timing • Layout appropriate • Double left out - encourages use of Route 129/I95 Rick Spieler of Camp Dresser & McKee (CDM) reviewed his work to date on reviewing the landfill closure plans on behalf of the Town. Marty Rowen of 71 Village Street questioned: - Wildlife corridor issues - Traffic 4 Schedule ? - Rodent control - Neighborhood issues - Specifics for Village/John Street and their property Page 2 of 3 Town of Reading Community Planning and Development Commission Meeting Minutes: May 16, 2001 AK indicated on 6/11/01 there would be a separate neighborhood meeting to discuss the proposed projects effects on the abutting neighborhood. Andy Bramhall of John Street requested the neighbors have the opportunity to meet with Mike Abend to go over their specific issues. An attorney from Choate Hall & Stewart in Boston, representing the interests of Danis Realty Properties in Reading expressed concerns over the previously discussed bypass from Washington Street and the effect it would have on their property. VHB indicated the traffic mitigation is not dependent upon the placement of the bypass, they were requested by CPDC to review its potential impact from and to this property's development. Other general discussion items included: 9 roadway width issues • future build out of abutting properties • general rate of growth in the area • potential for a restaurant in Jordan's furniture • proposed IMAX Movie - what types of movies and the proposed schedule • hours of operation o noise impacts Edwina Kasper of Village St. expressed concerns that North Ave to Main St. traffic is difficult now and there is consistent lengthy queuing at the Washington Street lights. MF moved to continue the public hearing to May 21, 2001 at 8:30 p.m. Motion seconded by RH. All in favor. Motion to adjourn at 10:35 PM, made by RH, seconded by MF. All in favor.
