CPDC MINUTES
Meeting Dated: May 21, 2001
Members Present: Jonathan Barnes (JB); Neil Sullivan (NS);Kathryn Greenfield (KG);
Michael Flammia (MF); Richard Howard (RH)
Also Present Joseph Delaney, Town Engineer (JD); Anne Krieg, Town Planner (AK)
The Chair called the meeting to order at 7:50 PM.
The following minutes were approved with amendments: April 2, 2001.
Zoning Issues were discussed in preparation for Fall 2001 Town Meeting.
Floodplain District changes specifically were discussed.
Foster Circle Definitive Subdivision
The Commission endorsed a tri-partite agreement for this project in the amount
of $50,737.00. No lots shall be released until all funds are remitted to the Town
as provided for in the decision for the project.
Pondview Definitive Subdivision
CPDC members endorsed the subdivision plans.
Texaco - Walker's Brook: Minor Modification
AK recapped the project from previous approval.
The Commission approved the modification as filed conditional upon the non-
conforming free-standing sign being brought into conformity, and further that all
previous conditions apply.

122 -126 Main Street Site Plan Review
RH read legal advertisement into record
Brad Latham reviewed the plans with the Commission members.
AK reviewed DRT comments 5/15/01.
JD reviewed engineering comments memo dated 5/21/01.
There was a question as to the zoning compliance of the existing structure.
JB agreed that overall the application was a good plan - improvement to one
property to benefit of abutting property. He had further comments as to what's
the property that benefits and if shared parking would be protected in the future.
RH questioned the bituminous concrete in front out to aisle, what it was for. And
asked for improved internal pedestrian access to prevent pedestrians from
walking through main vehicles aisles.
Dumpster enclosure was discussed.
Gerry McDonald - Bear Hill Road
Improvements and Collaboration good for Reading and business
RH remarked the signage needs to be coordinated and placed on the plan.
RH moved to continue to 6118101 7.45 p.m. MF seconded. All in favor.
A short break was taken by the CPDC members.
Walkers Brook Drive
Brad Latham recapped the hearing progress from previous hearings.
Written responses were also reviewed.
AK announced a meeting for neighborhood issues would be June 11, 2001 and
there would be a pre-meeting on May 30th at 6:30 PM in the Senior Center.
Brad Latham discussed landfill maintenance issues.

AK discussed the applicant's meeting with abutters, notably Frugal Fannies
landowners.
RH asked questions regarding the appendices 2 /28 neighbor meeting as to the
building facade.
AK explained to the Commission the PUD process recognizes the need for a
second layer of design
RH questioned if the sign package complies with bylaw. Staff is reviewing all
sign packages for the Commission at present.
RH noted sidewalk on Walkers Brook Drive as an issue is still pending
Scott Weiss of VHB noted both sides of Walkers Brook is difficult due to
Conservation Commission issues with that provision for access.
JD noted to connect to 128 and Exxon is a Mass Highway jurisdiction as it is their
Right of Way.
RH discussed the site lighting constraints from DEP discussions the applicant
has had - specifically with footings, etc that can be placed upon the cap.
Mark Nogueira of VHB discussed the CAAA (Landfill Closure Plan) review by
DEP and their preliminary direction of construction issues was reviewed.
RH discussed further the project traffic cut through will required further
analysis.
RH requested the applicant should also be meeting with TASC and Boston Stove
for them to review plans for their input.
RH further discussed the following issues with the Commission members and
the applicant:
Hours of operation
Noise/ Loading and trucking needs
Trash removal times .
Vibration equipment - compaction effect
Noise impacts - percussion/ decibel range
Gas management area review
Odors

Pest control
Daily Maintenance
Mufflers on construction
Low speeds by construction vehicles
Construction routes
Parking lot on site
Water treatment plant stockpile to landfill weight under deep - yes
RH also asked the following questions and discussed with the applicant:
What if scenario - not built right away unbuilt
Sequence of cap - foundation in same time
Phasing issues - aesthetics/safety/parking
RH questioned the impact on property values as diminishing upon neighboring
residential properties.
Brad Latham, Esq. for the applicant, indicated an overall picture of value of
increasing tax base
JB questioned the issues previously discussed on the required hours of
operation.
The applicant indicated for operations 11:00 p.m. is closing time for the Jordan's
in Natick.
Bob Brown - Town Mtg. Member expressed concern on the lateness of the Hotel
operations.
The Commission discussed parking table issues. The restaurant in Jordan's
needs to include employees as employee numbers are used in parking
calculations.
Rick Schubert, Selectman, asked if sidewalk issues have been coordinated with
the Conservation Commission?
Scott Weiss of VHB reviewed the level of Con Com approval.
Mike Abend, traffic planner/ peer review consultant for the Town, indicated his
final report would be to the Commission by June 18th.
RH questioned Mike Abend's reactive
to neighborhood traffic issues.

JD agreed with Mike's approach and warned of unintended consequences. He
argued people find their way and it may not be in the public interest to shut off
streets.
AK opined that monitoring is the key with this project.
Existing turning movements on cut-through was discussed by the Commission.
The study areas pre development and post development were also discussed.
RH moved to continue the public hearing until 7:30 p.m. June 11th at the Senior
Center. Motion seconded by JB. All in favor.
The Commission indicated there would be an informal meeting 6:30 on May
30th with abutters; JB/NS'to attend representing the Commission.
July 911, as a possible joint hearing date was discussed. AK would confirm with
Nancy Eaton of the Conservation Commission.
Motion to adjourn accepted at 10:20 P.M.
