CPDC MINUTES
Meeting Dated: August 20, 2001

The Chair called the meeting to order at 7:40 PM.
The following minutes were approved with editions: 3.12.01, 5.7.01, and 5.14.01
STAFF BRIEFING
AK discussed the following items with the Commission:
Inwood Office Park
Warrant Schedule for Fall 2001 Town Meeting
CONTINUATION OF A PUBLIC HEARING: SITE PLAN
REVIEW & SPECIAL PERMIT FOR OUTDOOR STORAGE/122-
126 MAIN STREET (CALARESO'S AND HARROW'S)
Brad Latham, attorney for the applicant, reviewed the changes to the plan.
AK reviewed criteria for approval, and possible conditions for CPDC response.
Mr. Latham requested the Commission consider the outdoor storage allowance
for year-round usage by the applicant(s). The applicant indicated they would
likely not use outdoor storage in the months of January through March.
JD reviewed Town Engineer comments to the Commission.
AK discussed issues with phasing, whereas the building may not be built
simultaneous to the placement of open storage at the property for Harrow's.
MF moved to close the public hearing. KG seconded the motion. All in favor.

MF moved to approve the plans as most recently submitted subject to the
conditions as attached to these minutes. KG seconded. All in favor.
PUBLIC WORKSHOP: AQUIFER PROTECTION DISTRICT AMENDMENT
TO ZONING BY-LAW
AK reviewed the Department of Environmental Protection (DEP) Model
Regulations with the Commission.
JD provided information on the history and purpose of the aquifer protection
district in Reading.
AK discussed the options of General By Law regulations and/or Zoning By Law
requirments for this protection of the aquifer. DEP recommends communities
enact both.
JD discussed technical issues with the model bylaw regarding treatment of
stormwater, the usage of turfstone and/or brick as allowances for pervious
cover, and the clarification of impervious cover.
The Commission edited the model bylaw from DEP to remove the requirement
for a Special Permit and instead to allow an as of right coverage with a minimum
allowance for further impervious cover with adequate stormwater treatment
approved by the Department of Public Works.
The Commission reached consensus on a document to forward to the Selectmen
to be placed on the warrant.
PUBLIC WORKSHOP: GENERAL BY-LAW AMENDMENT TO CONTROL
HOURS OF OPERATION FOR CONSTRUCTION
AK discussed staff issues with the control of construction hours on existing and
previous construction projects in Reading.
The Commission reached consensus to continue discussions to control hours of
construction to a later date.

The applicant requested a withdrawal without prejudice of their pending
application. The reason for the withdrawal is they have not been able to reach
consensus with the Conservation Commission on wetland issues.
MF moved to accept the withdrawal without prejudice. KG seconded the
motion. All in favor.
The Commission discussed a draft of the Master Plan Request for Proposals with
the Town Planner. AK will update the documents for further review by the
CPDC.
Motion to adjourn at 10:15 PM, shade by MF, seconded by KG. All in favor.
These minutes were prepared by Anne Krieg, Town Planner, and submitted to the CPDC
on March 22, 2002.
