STAFF BRIEFING AK discussed the following items with the Commission: Mass Federation of Planning and Appeals Board meeting Citizen Planner Training workshops in Fall 2001 Depot re-development Mike's Gym Spence Farm Pierce Street ADMINISTRATIVE REVIEW Fanta Road endorsement tabled to October 1St meeting in order for attorney for applicant to prepare necessary documents. Sunset Rock - request for bond reduction Staff recommended no action as previously owed bond had not been received. As-Built Plans are also due to the Engineering office. CPDC will consider a reduction when said bond has been received in proper form to the Town Accountant's office in Reading. KG seconded. All in favor. The Commission discussed the allowance of a special permit to encroach on the rear lot line requirement in the business B zoning district. This consideration is a reaction to a request by Brad Latham, Esq. representing the interests of downtown area landowners. The Commission will consider this further at a workshop meeting in December 2001. The Commission request opinions from the Zoning Board of Appeals and the Downtown Steering Committee on this allowance. RH introduced the Commission members and staff present. Mark Brobowski, Esq., (MB) representing the interests of the applicant introduced the project to the Commission, noting the contents of the application. He also noted their submission of further engineering plans to the Commission at the meeting. He reviewed the layout, parking, elevations and tank removal issues with the Commission. Scott Miller, PE, engineer for the applicant, reviewed the engineering plans as submitted that evening. He reviewed the existing conditions plans and the drainage plan. MB indicated a willingness to review the billboard possibility again, noting the Zoning Board of Appeals had denied application for a billboard two years ago. He also indicated they would add more landscaping to the front of the property. He also indicated the 21E update will be sent in for the files and for Fire Department and Public Health review. KG discussed the fencing location. RH requested landscaping in the island and the possibility of making said island larger. JB requested specifications for the lighting and signage. He also discussed the design of the canopy. RH noted the Mobil station on the corner of Main and Franklin Streets is considered an excellent plan by the Commission and a model to follow. KG requested color samples. Joe Urban of Dragon Court, Woburn questioned the grading for the property edge to Woburn, if retaining the grade will be necessary. He also asked for information as to location of adjacent homes to the site. He requested for fencing type information, as the parking will be facing residential property. He questioned whether the drainage will flow into the Woburn lots during overflow periods. He had a concern with the billboard location, they worked in the neighborhood for the billboard application to be denied, concerned if it is brought back for a permit. He asked for the project to blend in more with its environs. He questioned the hours of operation for the facility and for lights to be shut off when the business is not in operation. A resident of Oak Street and owner of property at Dragon Court in Woburn also commented on the project. She indicated the adjacent Woburn station is under construction and the applicant for that property had met with the neighbors separately to come up with a plan to suit the area, as well as reviewing and improving landscaping, lighting, grading and fencing. They also had worked out issues with traffic. She expressed may concerns with the traffic, specifically the queuing that would occur with the proposed drive-thru window. She also Page 3 of 5 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: September 24, 2001 expressed concerns on noise and on the billboard location, noting it would not be a good location for the neighborhood. MB noted a six feet in height stockade fence would be provided as well as landscaping along the residential properties. The engineer for the applicant did not plan for retaining along the property edge, noting it is stable. He did indicate he would review the grading plan again. RH questioned further issues with queuing - expected needs from the vendor proposed for the site, Dunkin' Doughnuts. MB questioned the level of information being asked, that is, a count or a full traffic study. He reminded the Commission the use is as-of-right. JD queried on the drive-thru specifically - if there would be queuing on West Street. He felt the other uses for the site would not generate additional traffic as a concern. He also discussed existing traffic patterns on West Street. NS noted the queuing measures to handle twenty cars and he felt that exceeds the town's standards and is adequate. Applicant contended Dunkin Doughnuts plans 25% of the business for the store to be for their use, regardless of the drive-thru provision. JB moved to continue the public hearing to October 15t", 2001 at 7:45 PM. NS seconded. All in favor. PUBLIC HEARING: Fee Schedule KG read the legal advertisement into the record. The Commission discussed the schedule and made editions. JB moved to accept the fee schedule as amended and shall be filed forthwith at the Reading Town Clerk. NS seconded. All in favor. The Commission discussed the draft of the Aquifer Protection District and made editions. Motion to adjourn at 10:30 PM, made by NS, seconded by KG. All in favor. These minutes were prepared by Anne Krieg, Town Planner, and submitted to the CPDC on October 1, 2001.
