The following minutes were approved with amendments: October 15, 2001 ADMINISTRATIVE REVIEW SUNSET ROCK LANE AK reviewed the work thus far on the construction. JB discussed with staff arrangement relative to returning monies and asked for Town Counsel review Fines and the Street Acceptance Plan are pending, according to JD. PIERCE STREET NEIGHBORHOOD ISSUES Lighting issue - Halogen lights being used was brought up by neighbors in attendance, as was moving truck maneuvering, and sidewalk placement. JD/AK to review and report back to the Commission. JB moved to accept 10.30.00 amended minutes pending Town Counsel review for adequate dates and signatures. Motion seconded by MF. All in favor JB moved to approve amended decision pending Town Counsel review as to form. Motion seconded by MR All in favor AK reviewed possible future actions of the Commission on the case. FANTA ROAD JB moved to release the project from covenant and accept a bond in the amount of $82,000. MF seconded. All in favor. 4 WEST STREET - CONTINUATION OF A PUBLIC HEARING The applicant reviewed plans previously submitted. JD reviewed his memo dated November 5, 2001. Stormwater management was discussed at length between JD and the engineer for the applicant. JD proposed the development standard required for unbuilt redevelopment, opining the project must comply as to "meeting to the extent practicable"as per Department of Environmental Protection. He further indicated the drainage goes to Woburn catchbasin now. He asked the applicant to investigate if stormwater can continue to go to Woburn. He requested the front portion of the property should have an oil/water separator and spill protection is provided. He further requested a trench drain be provided across the entrance with a deep sump with gas trap. Commission discussed possible conditions to be placed on their approval. Alderman Madeiros of the City of Woburn expressed concern with the placement of a public announcement system. He further questioned controlling truck noise and recourse for any infractions. He requested controls be placed on deliveries to the site. Page 2 of 3 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: November 5, 2001 A Reading resident who is an owner of property at Dragon Court expressed concern on police detail making queuing worse at the site on West Street. Hours of delivery were also a concern to the Commission. They indicated they would prefer deliveries be made on the side of the property facing I-93. An abutter expressed concerns on starting business earlier in residential area. He felt the area in general was not a business area but was residential. Alderman Madeiros also raised concerns on the detention area depth and location. JB moved to close hearing. Motion seconded by ME All in favor JB moved to approve the plans as submitted and amended with conditions. Motion seconded by ME All in favor. 743 MAIN STREET - CONTINUATION OF A PUBLIC HEARING Brad Latham, representing the property owner/ applicant reviewed the plan. Staff comments were discussed. The Commission discussed influence of zoning continuance and felt they should not render a decision on the plan until the zoning relief for parking has been granted by the Zoning Board of Appeals. JB moved to continue the public hearing on the application to December 10, 2001. Motion seconded by MF. All in favor. Motion to adjourn at 10:30 PM, made by MF, seconded by JB. All in favor.
