HomeMy WebLinkAbout1992-02-24 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES FEBRUARY 24, 1992 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on February 24, 1992. in attendance were Nancy Shipes, Chair, Jonathan Barnes, Commission Secretary; and Members William Goodrich, Richard Howard, and Thomas Stohlman. Also present were Town Planner Jonathan Edwards and Town Engineer William Robertson. The meeting was called to order at. 7:31 PM. APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of February 10, 1992 were accexoted. BATCHELDER ESTATES---SIGHT DISTANCE ISSUE Mr. Stohlman reported that during a recent visit to the Batchelder Estates subdivision he noticed that concerns raised at recent meetings concerning a sight distance problem at the inter- section of the subdivision roadway and Franklin Street were jus- tifiable, He stated that this was a matter of the Prospective location of the stone wall and not of its prospective height. Concerns to be balance were the visual integrity of the wall, the slope of the Hurfords` front yard., the health of the tree adjoin- ing the present end of the wall, and the need, for traffic safety. The consensus of the Commission was that the developer, the Hur- fords, and the Town Engineer would resolve the matter in the field to the mutual satisfaction of all, and that the developer would be held responsible for the accomplishment of the agreed work.. Mr. Tom Murray, representing the developer, and the Hur- ford.s agreed. PUBLIC HEARING: PLANNED UNIT DEVELOPMENT AMENDMENT AND EXTENSION At 6:01 PM Ms. Shipes called to order a Public Hearing to con- sider proposed Articles 12 and 13 on the Warrant, for the 1992 An- nual Town Meeting, dealing with respectively, proposed amendments to the PUD Zoning By-Law text, and the extension of the PUD Zoning Overlay District to that portion of the Industrial_ Dis- trict lying between the railway tracks and the properties fron- tingh on Ash Street. Mr. Barnes read the Public Hearing notice. After some discussion amongst the Commission, the Commission voted 5:0 to approve a motion made by Mr. Stohlman, seconded by Mr. Howard, to delete the proposed section 3 (wetlands exemption from open space calculation) and to split section 4 so that the definition would be includedas Section. 2.2.25. 1 of the general zoning by-laws. 1 After further discussion with the attending public, the Commis- sion took the following actions: 1. The Commission voted 4:1:0 (Mr. Howard dissenting) to approve a motion made by Mr. Goodrich, seconded by Mr. Stohlman, to delete proposed changes to Section 4.0.4.6.2. (buffer/screening standards) and to leave as is; 2. The Commission voted 5:0 to approve a motion made by Mr. Howard, seconded by Mr. Goodrich, to recommend Article 13 (Zoning Map amendment) to Town Meeting; 3. The Commission voted 5:0 to approve a. motion made by Mr. Stohlman, seconded by Mr. Howard, to reconsider the first motion above (definition to Section 2.2.25.1.); 4. The Commission voted 5:0 to approve a motion made by Mr. Stohlman, seconded by Mr. Howard, to move the definition of residential street to Section 4.0.2.1., and 5. The Commission voted 5:0 to approve a motion made by Mr. Howard, seconded by Mr. Barnes, to recommend Article 12 (PHD text amendments) as modified through the above votes, to Town Meeting. CARRIAGE ESTATES--PHASE I Discussion was freewheeling concerning the developer's compliance proposals with. Definitive Plan Approval Condition o (responsibility to meet the Aquifer Protection Overlay District restrictions) and with Condition 7b (notification to potential lot purchasers as to the applicability of said Aquifer Protection restrictions). Consensus emerged that the Commission will cause a copy of the Definitive Plan to be sent to the Building Inspec- tor with a request for an interpretation as to the compliance of the entire subdivision with said Aquifer Protection restrictions. After a conversation with Mr. C. Bradley Latham, representing the developer, about the developer`s, proposal to comply with Condi- tion 7b, the Commission endorsed the set of Definitive Plans. MASTER PLAN IMPLEMENTATION The Commission decided amongst itself that the following members and staff would assume responsibility to make presentations of the Master Plan to the following parties: Conservation Commission: Howard & Sh.ipes League of Women Voters: Favaloro & Edwards Rotary Club: Goodrich & Edwards Lions Club: Barnes & Shipes Historical Commission: S,t.ohlman & Barnes By-Law Committee: Stohlman & Howard Finance Committee: Goodrich & Stohlman Board of Health: Howard. & Shipes School Board: _ Shipes & Barnes__ Recreation Committee: Goodrich & Barnes Town Staff: all Adjoining Towns: to be determined later 2 ADJOURNMENT At 10:01 PM a motion was mace and seconded to adjourn and the Commission voted unanimously to do so, Respectfully Submitted: +n Barn(- s , S retary Approved: March. 2, 1992 r Date: 3
