HomeMy WebLinkAbout1992-03-02 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF MARCH 2, 1992 A meeting of the Community Planning and. Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 18 Lowell Street in Reading, Massachusetts on March 2, 1992. In attendance were Nancy Shipes, Chair, and Mem- bers Richard Howard, and Thomas Stohlman. Also present was Town Planner_ Jonathan Edwards. The meeting was called to order at 7:36 PM. APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of February 24, 1992 were amended and accepted. MASTER PLAN IMPLEMENTATION Mr. Edwards reported that a Master Plan presentation was tenta- tively scheduled for April 7th with the Historical Commission, and definitely scheduled with the League of Women Voters on April 28th. The Commission asked Mr. Edwards to arrange presentations to Town Staff. He also reported that copies of the Master Plan would be distributed to other Boards and Commissions this week, and that thank-you letters would be sent, out this week to all who had been on and participated with the Master Plan Advisory Com- mittee. As to making the presentation to Town Meeting of the PUD Warrant Articles, it was agreed that Messrs. Stohlman and Howard would do so, with the lead presenter to be determined between them. GENERIC SUBDIVISION APPROVAL CONDITIONS The Commission accepted these as Presented. Mr. Goodrich joined the quorum at. 8:10 PM. PROPOSED CHANCES TO PLANNED UNIT DEVELOPMENT BY-LAW Mr. Goodrich presented proposed text amendments to the PUD By-Law which he felt would make the by-law more conducive to attracting appropriate development. These included, along with discussion topics: -.development model: this is stipulated by the PUD Regulations. -fee schedule: this perhaps should not be tied by reference to the Site Plan review fee schedule. -consultant fees for town review: this is not covered by current by-law or regulations. -streamlined/expedited review process,: the following language should perhaps be added to Section 4.9.3.2. and as a policy statement in the Regulations: "Additionally, the Pry:- Application Conference could result in streamlining the review process and help make approvals more expeditious." -uses: perhaps the following uses could be added to the list of PUD uses: -ancillary manufacturing, -genetically engineered or biohazard materials, --health care and related uses, -ancillary day--care, -residential: perhaps the restriction on residential location should, be removed, with the clause relative to residential being within 200 feet of existing residential uses being a suggestion or a preference; also, perhaps the residential height limits in a PUD District could be amended. --references to DEQE should be changed to DEP or all references to specific agencies should be removed. -transportation mitigation should specify as an acceptable mitigation measure the development's participation in a regional Transportation Management Organisation.
