HomeMy WebLinkAbout1993-04-05 Community Planning and Development Commission Minutesoy C1 TOWN OF READING COMMUNITY PLANKING AND DEVELOPMENT COMMISSION MINUTES OF APRIL 5, 1993 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lovell Street in Reading, Massachusetts on April 5, 1993. In attendance were Jonathan Barnes, Chair; Richard Howard, Commission Secretary; and Member Fancy Shipes. Also present was Town Planner Jonathan Edwards, The meeting was called to order at 7:46 PM. The Commission noted that Thomas Stohlman, due to his recent election to the Reading School Committee, had resigned from the Commission since the previous meeting, after many years of loyal, dedicated, intelligent, and caring service to the Commission. APPROVAL OF PREVIOUS MINUTES the minutes of the Commission's meeting of March 22, 1993 were amended and accented. CONTINUED PUBLIC HEARING--DEFINITIVE SUBDIVISION PLANS: NUGENT LANE After Mr. Barnes called to order a Continued Public Hearing con- cerning Definitive Plans for the Nugent Lane subdivision, Mr. O. Bradley Latham, attorney for the applicant, stated that the ap- plicant wished an extension of time so that two issues concerning frontage encumbered by the access easement for the proposed com- mon driveway between two lots and lot size of one of the lots could be decided by the Zoning Board of Appeals, to which the ap- plicant has applied for appropriate variances. The Commission voted 3:0 to approve a motion made by Ms. Shipes, seconded by Mr. Howard, to grant an extension of time for decision on this case to May 26, 1993 and to continue the public hearing to May 24, 1993 at 8:00 PM; accordingly, Messrs. Latham and Barnes executed an extension agreement. CONTINUED PUBLIC HEARING--PRELIMINARY SUBDIVISION PLANS: ANNETTE LANE Mr. Barnes called to order a Continued Public Hearing to consider Preliminary Plans for a proposed one-lot Annette Lane subdivi- sion. Mr. Bernie Paquin, engineer for the applicant, presented preliminary sketch plans showing, after preliminary review with the Conservation Commission, a revised cul-de-sac configuration from what had been originally presented. He was seeking input from CPDC about this approach, together with reactions to the possibilities of waivers, contained in this plan, from sidewalks, tree lawns, pavement diameter, and a retaining wall within the right-of-way. Ms. Shipes and Mr. Howard stated that they would be willing to give further consideration to this approach if it is acceptable to the Fire Chief and the Town Engineer, Mr. Howard adding that a sidewalk on one side to serve the house would be preferred, and Ms. Shipes adding that compensatory actions would be needed elsewhere in recognition of any waivers granted. The Commission then voted 3:0 to approve a motion made by Ms. Shipes, seconded by Mr. Howard, to extend the time for decision to April 28, 1993 and to continue the public hearing to April 26, 1993 at 10:00 PM. Accordingly, Mr. Barnes and the applicant executed an agreement to extend the time for decision. CONTINUED PUBLIC HEARING--DEFINITIVE SUBDIVISION PLANS AUTUMN LANE Mr. Barnes opened a Continued Public Hearing to consider Defini- tive Plans for the proposed Autumn Lane subdivision. Mr. Bilk. Bergeron presented revised plans, showing minimum cellar floor elevations and reconfigured lots; he promised off--.site drainage improvements to deal with potential runoff problems and stated that the applicant is amenable to following the Commission's Tree Protection Policy as a condition of approval. Mr. Edwards ex- pressed staff concerns as to whether the recreation easement could be counted toward lot size requirements and as to whether surface runoff could be directed toward drainage ditches which are on private properties but which were not contained in drainage easements, and said he would check these concerns with Town Counsel. Concerns expressed by abutters had to do with tree preservation, recharge basins, and water runoff. The Commission voted 3:0 to approve a motion made by Mr. Howard, seconded by Ms. Shipes, to continue the public hearing to 9:00 PM on May 24, 1993. OTHER BUSINESS AND ADJOURNMENT In the course of discussion, it was agreed that Ms. Shipes would conduct the presentation of Article 10 at Town Meeting, and that Ms. Shipes`s offer to represent the Commission on the Housing Partnership would be transmitted, with concurrence, to the Board of Selectmen.
