HomeMy WebLinkAbout1992-06-08 Community Planning and Development Commission Minutes~T - J,;i 01 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF JUNE 8, 1992 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on June 8, 1992. In attendance were Nancy Shipes, Chair, Jonathan Barnes, Commission Secretary; and Members William Goodrich, Richard Howard, and Thomas Stohlman. Also present were Town Planner Jonathan Edwards and Town Engineer William Robertson. The meeting was called to order at 7:32 PM. APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of May 5, 1992 were amended and accepted. APPROVAL-NOT-REQUIRED SUBDIVISION PLANS 1. Emilio Fermata, Summer Avenue and Cross Street, 2/18/92: The Commission voted 5:0 to approve a motion made by Mr. Stohlman, seconded by Mr. Howard to endorse this plan, and endorsed it; 2. 161 Ash Street Realty Trust, 161 Ash Street, 1/24/92: The Commission voted 5:0 to approve a motion made by Mr. Howard, seconded by Mr. Barnes, to endorse this plan provided that the existing line dividing this property be shown, and endorsed it; 3. Starr Realty Trust, 114 Hopkins Street and 125 Main Street, March 8, 1992: Mr. Edwards pointed out that this was essentially the same plan which the Commission had refused to endorse in February 1991 because it would have resulted in zoning viola- tions; the Commission voted 5:0 to approve a motion made by Mr. Howard, seconded by Mr. Barnes, that the Commission refuse to en- dorse this plan because it would create a non--conformity with the Zoning By-Laws of the Town of Reading, including but not limited to Section 5.2.8. thereof; the Commission did not endorse this plan. PUBLIC HEARING--PRELIMINARY SUBDIVISION PLANS: VARNEY CIRCLE Ms. Shipes called to order a Public Hearing to consider Prelimi- nary Subdivision Plans for Varney Circle, proposed to consist of four lots on property at 122 Haverhill Street. Mr. William Ber- geron of Hayes Engineering, representing the applicants, presented the plans, following which comments of the Town En- gineer, Town Planner, Conservation Administrator, and Board of Health were read. Mr. Robertson added that installation of granite curbs along Haverhill Street from Pitman Drive to the catchbasin south of this site should be considered. Neighbors in attendance expressed concerns about wetlands and conservation _lands impacts and about saving the stand of large trees on the site. In response to a comment of Mr. Goodrich about providing pedestrian access to the adjoining Town-owned conservation land, Mr. Bergeron stated that the applicant is considering donating to the Town a large wetland panhandle of the site, extending to C Street, which could provide such access. the various waiver requests.
