In attendance were Nancy Shipes, Chair, and Members Richard Howard and Thomas Stohlman. The meet- ing was called to order at 8:451 PM. The purpose of the meeting was to discuss with the Chamber of Commerce, the business community, and the general public the pos- sibilities of developing a Main Street Program for Reading. Fif- teen people were in attendance. Leslie McGonagle, President of the Chamber, outlined some of the problems businesses perceive with the Town and its government and regulatory climate, as well as internecine disputes within the business community. Ms. Shipes began with an overview of a Main Street Program, and asked for suggestions as to how to begin exploratory efforts to see if there would be sufficient interest in, and benefits from, such a program. The Town Manager suggested that one approach would be to discern what additional types of businesses were needed in the Town and to recruit such businesses, including, as possibilities: boutique, tea shop, book store, ice cream shop, ladies' dresses. It was mentioned that AT&T was considering moving a division from Minnesota to Andover or North Andover, but perhaps they could be interested in Reading. It was mentioned that the best customer base for Reading business was the residents of the Town, and that their patronage should be pursued and their customer needs better addressed. To this end, perhaps the newspaper could do a customer survey of Reading resi- dents. Two areas of immediate attention were focussed, and it was sug- gested that a Subcommittee be formed to deal with each: Business Problems existing in the Town; and Better Parking and parking en- forcement. At 10:07 PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
