HomeMy WebLinkAbout1992-07-06 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES JULY 6, 1992 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on July 6, 1992. In attendance were Nancy Shipes, Chair, Jonathan Barnes, Commission Secretary; and Members Richard Howard and Thomas Stohlman. The meeting was called to order at 7:50 PM. MASTER PLAN IMPLEMENTATION Several topics for implementation of the Master Plan, par- ticularly through Zoning By-Law amendments to be offered to the Fall 1992 Town Meeting were discussed: Planned 13esidential Development A subcommittee consisting of Messrs. Stohlman and Barnes, together with Adrienne McMahon of the Housing Partnership and Curt Nitzsche, an interested property owner, will formulate PRD by-law language changes that could be broadly applied town-wide, and will determine suggested zoning map amendments. Mr. Barnes will be responsible for setting up meetings, with two public in- put meetings in September. Mr. Edwards will be asked to compile a PRD resource/language/issue package. Planned Unit Develoment: Working from Mr. Goodrich's list, a subcommittee consisting of Messrs. Goodrich and Howard, will define biotechnology industries and uses proposed to be allowed in the PUD Overlay Zoning Dis- trict. Water Supply Protection.: The Commission agreed that the charge to the Water Supply Protec- tion Subcommittee, to consist of Ms. Shipes and Mr. Howard, is to review the adequacy of the current zoning--mapped Aquifer Overlay Zoning District, to propose amendments to the Aquifer Protection By-Law to prohibit certain uses or to require some uses by Spe- cial Permit, and to explore amending the Subdivision Regulations to require fees from developers for outside consultant review of development proposals. Ms. Shipes is to send a thank--you note to the Board of Health, the Conservation Commission, and the Hazard- ous Waste Advisory Committee for hearing the Master Plan presen- tations and to request one member of each to serve with this. Main Street Programr_ The Commission decided that a Steering Committee of four or five people would be desirable to spearhead efforts to develop a Main Street Program; such a committee could consist of a CPDC member, and one person each from the Garden Club, the Historical Commis- sion, the League of Women Voters, and the Chamber of Commerce. i,g'nag'e ° Mr. Howard agreed to call C. Bradley Latham to obtain preliminary language for a sign by-law amendment that he has been asked by the Chamber of Commerce to develop, and to see if he can get together with him, the Town Manager, the Board of Selectmen, and representatives of the Chamber of Commerce and the League of Women Voters. to devise a slide presentation. ADJOURNMENT At 9:401 PM a motion was made and seconded to adjourn and the Com- mission voted unanimously to do so.
