COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OCTOBER 19, 1992
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on Oc-
tober 19, 1992. In attendance were Members Thomas Stohlman,
Nancy Shipes and William Goodrich. Also present was Town Planner
Jonathan Edwards. The meeting was called to order at 7:38 PM.
Given the absence of both the Commission Chair and Secretary, the
members present agreed that Mr. Stohlman chair the meeting.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of August 24, 1992 were
accepted and of its meetings of September 28 and October 5, 1992
were amended and accepted.
APPROVAL--NOT-REQUIRED SUBDIVISION PLANS
The Commission examined an ANR Plan for land on South Street and
voted 3:0 to approve a motion made by Ms. Shipes and seconded by
Mr. Goodrich to endorse a Plan of Land of Alexander on South
Street dated September 24, 1992, and so endorsed the plan.
SUBDIVISION MATTERS
Roma Lane: Upon recommendation of the Engineering Division, the
Commission voted 3:0 to approve a motion made by Ms. Shipes,
seconded by Mr. Goodrich, to establish a bond amount of $210,616
for the Roma Lane (Carriage Estates I) subdivision.
Duck Road: Upon recommendation of the Engineering Division, the
Commission voted 3:0 to approve a motion made by Mr. Goodrich,
seconded by Ms. Shipes, to reduce the bond funds held for the
Duck Road Subdivision by $33,912 from $130,000 to $96,088.
Ashley Woods: Although Engineering recommended the release of all
bond funds in return for a certified check of $750 to secure the
survival of street trees., the Commission, after discussion of the
matter considered on September 28, 1992 concerning the demise or
jeopardisation of trees shown on the approved plans as to be
preserved, voted 3:0 to approve a motion made by Ms. Shipes,
seconded by Mr. Goodrich, to reduce the bond funds from $124,138
to $116,638, leaving $7500 for tree survival, replacement, and
salvaging efforts. The Commission also requested that the Tree
Warden be asked to provide a recommendation as to the above
costs, and to ask him and the Town Engineer to conduct inspec-
tions of lot gradings in subdivisions to ensure compliancewith
grading, landscaping, and drainage plans.
Birch Meadow Estates: Upon recommendation of the Engineering
Division, the Commission voted 3:0 to approve a motion made by
Ms. Shipes, seconded by Mr. Goodrich, to establish a bond amount

of $247,513 for the Birch Meadow Estates subdivision, and the
members endorsed a Tri-Party Agreement with the understanding
that it not be released until. the Town Engineer approves all
provisions of the Agreement.
CONTINUED REVIEW OF REQUEST FOR SITE PLAN WAIVER--PAPA GINO'S
Mr. Edwards itemised the concerns expressed by the Commission at
the last meeting. Mr. Michael Omera, representing the applicant,
gave the following responses: that the owner will instruct all
employees to park in the Union Street parking lot; that the
dumpster would be screened, located on Lot 3, and be emptied
daily (except Sundays) between 6:30 and 9:00 AM; that out-
deliveries would take place only from posted private spaces on
Lot 1; that in-deliveries would occur before 9:06 AM daily except
Saturdays and Sundays, would take place on Lot 3, with goods
wheeled to the back door; and that customers would not be able to
use the back door but would go to the front door through the ad-
joining alley which would be lighted). Mr. Paul Connelly,
applicant's architect, stated that an alternative would be to
recess the rear entrance for safety of pedestrians from traffic
if that entrance could be used. Messrs. Kevin Fulgoni and Bill
Hughes spoke about customer use of the rear entry and about the
parking situation in the area.
Mr. Goodrich stated that he would not be opposed to customer use
of the rear entrance provided that it could be done safely, and
suggested that the applicant work with the Town to see if a
sidewalk could be placed along the rear of the building; he ex-
pressed concern about the use of the alleyway and potential space
conflicts between the loading zone, the dumpster, and customer
use of the alley. The Commission voted 3:0 to approve a motion
made by Ms. Shipes and seconded by Mr. Goodrich, as reflected in
a Notification to Town Clerk dated October 20, 1992.
OTHER BUSINESS AND ADJOURNMENT
The Commission agreed to hold a Public Information Session, with
particular invitation to 'T'own Meeting Members, concerning the
Fall Town Meeting Zoning Warrant Articles on November 5, 1992.
At 10:47 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.

SUBJ: Request for Waiver from Sit Plan Review, Papa Gino"s, 676
Main Street
DATE: October 20, 1992
Please be advised that at its meeting of October 19, 1992 , the
Community Planning and Development Commission voted to approve a
request by Papa Gino's of America, Inc that requirements for
Site Plan Review be waived in regard to a proposed 80-seat res-
taurant at 676 Main Street in Reading, with the following condi-
tions:
1. That all employees be instructed to park in the Town-owned
parking lot at the corner of Middle and Union Streets,
2. That out-delivery vehicles have four designated parking
spaces among those available to tenants of the property and
that no more than four such vehicles shall be parked in the
vicinity at any one time,
3. That the dumpster be fully screened and that it be unloaded
between 6:30 AM and 9:00 AM every day except Sundays,
4. That in-deliveries be made from Lot 3 only with a designated
identified loading zone,
5. That safe entrance to the restaurant be provided for patrons.
parking in the Town-owned parking lot and its vicinity, and
6. That an acceptable plan be submitted within thirty days of
this decision, such plan including signs, lighting, pavement
markings, and all other necessary features detailing the
above conditions; the proponent shall work with Town staff
to coordinate the plan to ensure safe flow of both
pedestrian and vehicular traffic.
