COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES NOVEMBER 2, 1992
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 18 Lowell Street in Reading, Massachusetts on
November 2, 1992. In attendance were Jonathan Barnes, Chair;
Richard Howard, Commission Secretary; and Members Nancy Shipes,
William Goodrich, and Thomas Stohlman. Also present was Town
Planner Jonathan Edwards,. The meeting was called to order at
7:34 PM.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of October 19, 1992 were
amended and accepted.
APPROVAL-NOT-REQUIRED SUBDIVISION PLANS
After presentation by Mr. Edwards, the Commission voted 5:0 to
approve a motion made by Ms. Shipes, seconded by Mr. Howard, to
endorse a Plan of Land, dated October 27, 1992, of Powers and
Casco on Dowell. Street and Winthrop Avenue, provided that a note
be added that Lot 2 is not to be construed as a building lot.;
said note was added and the plan so endorsed.
SUBDIVISION MATTERS
Upon presentation by Mr. 0. Bradley Latham, the Commission en-
dorsed a Covenant. Agreement and a. Lot Release fo Carriage Estates
Phase I (Roma Lane).
Upon recommendation from the Town Engineer, the Commission voted
5;0 to approve a motion made by Mr. Howard, seconded by Ms.
Shipes, to reduce the bond amount held for the Duck Road Subdivi.-
sion by $42,847 to a balance of $53,241.
PUBLIC HEARING: SITE PLAN REVIEW--READING MUNICIPAL LIGHT DEPART-
MENT, 230 ASH STREET
Mr. James Blomley, representing the RMLD, presented a revised
Site Plan, pointed out and explained the differences between this
Plan and that reviewed by the Commission in January 1991, and ac-
counted for measures proposed to addressed the Commission's con-
cerns relative to the previous Site Plan. Mr. Mark Colton, at-
torney representing the owners of the property immediately to the
rear, stated that his client would prefer the previously proposed
right-of-way between that property and Ash Street. Messrs. Blom-
ley and Edwards pointed out that this property owner refused to
sign the legal agreements that would have allowed the previously
proposed right-of-way. _ _Commission members expressed concern
about the safety of pedestrian crossings over the right-of-way
between the new building and the proposed customer parking area,
and questioned why the scale on the rear property and part of the
rear right-of--way could not be removed by the RMLD to allow ac-
cess along the previously proposed right-of-way. The Commission

requested more detailed responses to these concerns, and accord-
ingly voted 5:0 to approve a motion made by Ms. Shipes, seconded
by Mr. Howard, to continue this Public Hearing: to 9:00 PM on
November 5, 1992.
PUBLIC HEARING: ZONING WARRANT ARTICLES
At 9:14 PM Mr. Barnes called to order a Public Hearing concerning
proposed amendments to the Zoning By--laws contained in Articles
23 through 32 of the Warrant for the Subsequent 1992 Town Meet-
ing. Considerable discussion particularly ensued about the
PUD/Biotechnology Article (24), including public health protec-
tion and references to State and Federal control standards; and
the Planned Residential Development Articles (26, 27, 29-32), in-
cluding density, traffic and infrastructure impacts, affect on
the character of the Town, and types of housing allowed. The
Commission voted 5:0 to approve a motion made by Mr. Stohlman,
seconded by Mr. Howard, to continue this Public Hearing to 7:30
PM on November 5, 1992.
ADJOURNMENT
At 11:49 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
