COMMUNITY PLANNING AND DEVELOPMENT COMMISSION

A. meeting of the Community Planning and Development Commission of
the Town of Reading was held an the Lecture Hall, Reading
Memorial High School, in Reading, Massachusetts on Thursday,
November 0, 1992. In attendance were Jonathan Barnes, Chair;
Richard Howard, Commission Secretary; and Members Nancy Shipes,
William Goodrich, and Thomas Stohlman. Also present was Town
Planner Jonathan Edwards. The meeting was called to order at
7:34 PM.
CONTINUED PUBLIC HEARING: ZONING WARRANT ARTICLES
Mr. Barnes called to order a Public Hearing, continued from
November 2, 1992, concerning the Zoning Articles on the Warrant
of the Subsequent. 1992 Town Meeting. To an audience composed of
many Town Meeting Members, Ms. Shapes led discussion of Articles
23--Lot Width, Article 25--Temporary Promotional Signs, and Ar-
ticle 23--Corner Lot setbacks; Mr. Goodrich Article 24--
PUD/Biotechnology; and Mr. Stohlman Articles 20 and 32---PRD and
associated PRD-A Zoning Map amendment, which two articles drew
the most comment, particularly concerning increased density under
PRD-A and impacts on neighborhoods and Town infrastructure. The
Commission voted 5:0 to approve a motion made by Mr. Howard,
seconded by Mr. Stohlman, to continue this Public Hearing to
November 7, 1992 at 8:00 AM to close not later than 9:00 AM.
CONTINUED PUBLIC HEARING--RMLD, ASH STREET
Mr. Barnes called to order a Public Hearing, continued from
November 21, 1952, concerning Site Plan Review for the RMLD
property on Ash Street. Messrs. James Blomley and John Calish,
representing the RMLD, spoke as to the matters of the scale still
existing on the abutting Leonard property and of the negotiations
with the abutters to the rear concerning the possible relocation
of the right-of--way. Other issues addressed included pedestrian
safety and crosswalks across the right-of-way, change of customer
parking entrance one curb--cut to the northwest on Ash Street, and
shielding the site lighting from near-by residences. Mr. Blomley
proposed two crosswalks; with crosswalk signs and warning ,signs,
The Commission voted 5:0 to approve a motion made by Mr. Howard,
seconded by Ms. Shipes, to close the public hearing. Then the
Commission voted 4:1 (Mr. Stohlman opposed) to approve a motion
made by Mr. Howard, seconded by Ms. Shipes, to approve the Site
Plan, dated September 30, 1992 as amended, for the RMLD property
at 230 Ash Street subject to conditions as specified in a
Notification to Town -Clerk dated November -_F, 1992.
-DISCUSSION OF ARTICLE 21
The Commission opened discussion with respect to Article 21, Ben.--
ton Circle easement, about, which the Commission had been asked by
the Board o Selectmen to make a recommendation to Town Meeting.

Mr. Nark Pavaloro, an attorney representing several neighbors,
spoke in opposition to this Article; pointing out, that the Ar-
ticle would not eliminate the rights held by his clients in the
eas3ement nor would this Article remove the easement from recorded
Subdivision Plans. Several. neighbors also spoke in. opposition to
the Article. Mr. Thomas Samalis, the petitioner for the Article,
stated that he and his wife seek thereby to have the emergency
access provisions removed from the easement.
ADJOURNMENT
At 12:10 AM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
