The meeting was The minutes of the Commission' meeting of November 2 and 5 were amended and accepted, and those of November 7, 1992 were ac- cepted. Mr. .Barnes joined the quorum at 7:42 PM and assumed the chair. SUBDIVISION MATTERS O recommendation of the Town Engineer, the Commission voted as follows concerning the following subdivision bond reductions (subdivision, mover/seconder, vote, amount released., amount retained): Duch Road, Shipes/Goodrich, $41,924, $11,317. Birch Meadow Estates, Sh.ipes,'Goodrich, $88,481, $159,032, Roma Lane, Shipes /Stohiman, $100,9117 $109,705. Yu.rchian Lane, Stohlman/Shipes, $50,113,, $51,337. PUBLIC: HEARING--DEFINITIVE SUBDIVISION PLANS: BAY STATE ROAD EXT. Introduced by Attorney 0. Bradley Latham, Mr. Tay Corey presented the subdivision plans, stating that the developer would be will- ing to remove the existing cul-de-sac bulb and to replace the proposed drywells with a detention pond which he proposed to go in the new cul-de-sac bulb island. Mr.. Edwards presented his, own comments, together with those from the Board of health and En- gineering. Mr. Herb Converse, representing Peter Sanborn Place;, stated that the proposed drywell.s may not be achequate', when the ground is saturated with water and pointed out, the need for perimeter landscaped screening. In response to a question of Mr. Fitzgerald, Mr, Corey stated try=at the old house at, x#58 would he demolished. Mr. Stohlman raised various issues which he would like to see ad- dressed and reflected on revised plan, : zoning conformity of frontage of Lots 4, 5, and 6; more detailed locus plan; slope and planting easements; symbol legend.; existing topography, fences t ~`eea over 6; ca. iper, anti other existing ._features; _ limit o York line; application for specific waivers; denotation of lot frontage lengths; connections to existing properties that have no frontage; notes as to the proposed demolition of the old house. 1 Mix e= stated that once definitive plans are approved showing trees to be retained, scope of work, and grading plans to protect trees, the developer will be held to such plans, that a driveway acceptable to the owner of #62 should be provided, and that sidewalks should be provided on both sides of the street as there would be houses on both sides. Mr. Goodrich stated that indica- tions as to types and sizes of water and ewer lines should be added to the plans and the landscaping for the island should be shoran if the island is still to be proposed. The Commission voted 4:0 to approve a motion made by Mr. S tohlman, seconded by Ms. Shipes, to continue the Public Nearing to 9:00 PM on January 4, 1993. PUBlJIC. HEARING--PRELIMINARY SUBDIVISION PLANS: AUTUMN LANE Mr. 0. Bradley Tatham introduced Mr. Bill Bergeron who presented the preliminary plans for the proposed Autumn Lane subdivision. Mr. Edwards read his own comments, together with those from the Conservation Administrator, Board of Health, and Engineering. Several neighbors spoke various concerns. Mr. Depart: existing trees on Wakefield Street should be preserved and the existing water main in the street is of poor quality and of inadequate size and the subdivision water main should be looped.. Mr. Canty: existing 6" water main needs to be upgraded and that current water pressure is very low and undependable. Mrs. Ahearn: underground streams from the site cause icing on Dana Road and water problems to abutting properties. Mrs. Pedi: there is much ledge in the area and there would prob- ably be much blasting for this subdivision. Mr./Mrs. Borak"s representative: the Boraks own over 3 acres of adjoining undeveloped property which should be accessed through this subdivision. Mr. Bergeron responded that one large street tree would need to be removed for the site road, and that subsurface drainage would be addressed in the ;definitive Plan :Environmental impact Report,. Mr. Stohi pan raised the following concerns: the potentially necessary retaining wall near the intersection could be a. traffic hazard.; existing property lines were not shown on the and it. must be proven that the existing tree proposed tobe removed for the intersection on Wakefield Street cannot be saved. Ms. Shipes stated that the developer will be held responsible for adhering to grading shown and for retention of trees shown on the approved definitive plans as to be preserved. The Commiss ion voted 4: _C1 to approve a _ motion made by My. Goodrich, seconded by Ms. Shipes to close the public hearing. Then the Commission voted 00 to approve a motion made by Mr. Stoh.lman, seconded by Mr. Goodrich, to disapprove these: Prelimi- nary Subdivision Plans according to the Notification to Town Clerk dated December 9, 1992. 2 AWO$sRNMENT At. 10:49 PM a motion was made and seconded to adjourn and the Commission voted unanimously to dpi sty.
