HomeMy WebLinkAbout1993-02-22 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF FEBRUARY 22, 1993 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street, in Reading, Massachusetts, on February 22, 1993. In attendance were Jonathan Barnes, Chair; Richard Howard, Commission Secretary; and Members Nancy Shipes, William Goodrich, and Thomas Stohlman. Also present was Town Planner Jonathan Edwards. The meeting was called to order at 7:36 PM. APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of February 8, 1993 were amended and accepted by a vote of 3:0:2, Messrs. Barnes and. Howard abstaining. - PUBLIC INPUT Citing perceived safety, convenience, and circulation issues, several residents of the Sanborn Village subdivision requested that the Commission consider amending the conditions of the San- born Village and Roma Lane (Ca_r°riage Estates--Phase I) subdivi- sion approval conditions in order that the barricade required to be placed between the pre-existing private section of Sanborn. Lane and the new section of Sanborn Lane Extension built as part of the Sanborn Village subdivision be removed. As several abut- ters to the private section of Sanborn Lane reminded the Commis- sion, in the approval conditions of both subdivisions this bar- ricade, originally of stones and now of barrels, was required to be kept until all construction work was finished in order to prevent construction and other heavy vehicles from deteriorating the privately owned portion of Sanborn Village. After.a lengthy discussion, the Commission voted 5:0 to approve a motion made by Mr. Howard, seconded by Ms. Shipes, that the Commission hold a Public Hearing on the barricade matter upon receipt of a written application. CONTINUED PUBLIC HEARING---DEFINITIVE SUBDIVISION PLANS: NUGENT LANE Mr. Barnes called to order a continued Public Hearing to consider Definitive Plans for the Nugent Lane subdivision. Peter Ogren, engineer for the applicant, presented the Commission with a writ- ten request for waivers for a 40-foot right-of-way width, for a 90-foot cul-de-sac right-of-way diameter and a 70-foot cul-de-sac paved diameter, and for a common _driveway_ to ,serve lots 1 and _ 2.. This request, lie said, was prompted by considerations which have appeared through review by the Conservation Commission, as these waivers would, he alleged, reduce the impact of the proposed roadway and driveways on the site°s wetlands through location of the retaining wall on private land (not right--of--way) and through reducing the extent of and impact on proposed and required wet- I lands replication areas. A letter from the Conservation Ad- ministrator, authorized by the Conservation Commission supporting this waiver request was presented. Other matters discussed between Commission Members and the aD- plicant and his representatives included: common driveway for mots 1. and 2, the affect of the access easement on qualified frontage for these lots, zoning compliance, whether any access from this property to adjoining developable properties would be needed, and revisions to the plan showing existing trees and sight and slope easements and retaining wall details. The Com- mission then took the following straw-votes to provide its sense to the applicant in guiding any further revisions: right-of-way width: 4 to 1 in favor of fifty feet, -cul-de-sac right-of-way and pavement diameter: 4:1 in favor of 70--foot--diameter pavement but not reduced right-of-way diameter; dissenter in favor of 90-foot r-o-w diameter -common driveway: all in favor if zoning requirements can be met -24--foot street pavement width: all in favor -wetlands and retaining wall in street r--o--w: all in favor After the applicant and the Chair executed an agreement extending the decision, period to April 7, 1993, the Commission approved by a vote of 5:0 a motion by Mr. Howard, seconded by Ms. Shipes, to continue the Public Hearing to 8:00 PM on March 22, 1993. However, the applicant then asked for a continuation to April 5, 1993 instead, whereupon the Commission approved by votes of 5:0 a motion by Mr. Stohlman, seconded by Mr. Howard to reconsider the previous motion, and a motion by Mr. Howard, seconded by Ms. Shipes, to continue the Public Hearing to 8:00 PM on April 5, 1993. OTHER MATTERS AND ADJOURNMENT The Commission by assent agreed to postpone discussion on the proposed Subdivision Tree Policy to the next meeting. The Com- mission also instructed Mr. Edwards, after review of his relation as to the steps taken by Papa. Gno`s concerning pedestrian safety behind its store at 676 Main Street, to communicate to Papa Gino's that these steps may not be satisfactory and that addi- tional measures may be needed.
