Town of Reading was held in the Selectmen's Meeting Room of the Town fall, 16 Lowell Street, in Reading, Massachusetts can March 22, 1993. In attendance were Jonathan Barnes, Chair; Richard Howard, Commission Secretary; and Members Nancy Shi pes , William Goodrich, and Thomas Stohlman. Also present was Town. Planner Jonathan. Edwards. The meeting was, called to order at, 7:33 Phi, APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting cepted. PAY STATE ROAD. SUBDIVISION PLANS On recommendation of the Town Engineer, the record definitive plans for the Bay of March 8, 1993 were ac- the Commission endorsed State Road Subdivision. PUBLIC HEARING: ANNUAL 1993 TOWN MEETING WARRANT ARTICLE 10 Mr. Barnes called to order a public hearing to consider what recommendation to make to Town Meeting concerning Warrant, Article 10, amendment of the Zoning Map to place a PRD--G Overlay District on property at 33 Main Street, Mr. Edwards made an introduction by comparing the development potentials of the property as a PRD and as, a conventional subdivision. Several neighbors in atten- dance expressed concerns about, adequate access, safety of a.but-- ting properties, privacy and screening, types of potential resi- dents, congestion, adequacy of ;elan review, adequacy of mi tiga- tion, points of traffic accessl, The Commission voted 5:0 to ap-- pr{.-eve a motion of Mr. Howard, seconded by r. Shipes ; to close the Public: Hearing and then voted 3:0 to approve a motion of Mr. Stoh_lman, seconded by Ms. Sh.ipe7, to recommend this Article to Town Meeting. PUBLIC HEARING: DEFINITIVE SUBDIVISION PLANS--AUTUMN LANE Mr. Barnes called to order a Public Hearing to consider Defini- tive Plans, for the proposed Autumn Lane Subdivision. Mr. 0. Bradley Latham; attorney for the applicant, gave an overview of the issues resulting from the Preliminary Plan review and of modifications from that plan, most significantly including addi- tional property to the west of the original site, resulting in three additional proposed new lots; then he introduced Mr. Bill Bergeron, engineer for the applicant, who presented the plans in detail. Mr. Edwards presented comments from himself and from the standing water ?glow and pressure inadequacies in the mains in Wakefield Street, underground and surface water drainage, use of a possibly privately owned drainage ditch for runoff, and the status of a. recreational easement on one of the proposed lots. Mr. Goodrich called for better subsurface water testing and clarification of the recreational easement and the inclusion of an existing tennis court on one of the new lots; he also ques- tioned the proposed infiltration structures in or near the proposed street right-of--way and maintenance responsibilities therefor. Mr, Stohlman stated that underground water drainage and seepage issues should be investigated and addressed and that adequate plans should be developed or the preservation of as much tree cover as possible. The Commission t:hen voted 5:0 to approve a motion of Mr. Howard, seconded by Mr. Goodrich, to continue the Public. Hearing to 9:30 PM on April 5 1993. ADJOURNMENT At 10:33 P a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
