COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF APRIL 26, 1993
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall., 16 Lowell Street in Reading, Massachusetts on
April 26, 1993, In attendance were Jonathan Barnes, Chair;
Richard Howard, Commission Secretary, and Members William
Goodrich and Thomas Baillie. Also present was Town Planner
Jonathan Edwards. The meeting was called to order at 7:39 PM.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of April 5, 1993 were
amended and accepted.
INITIAL BUSINESS
The Commission's newly appointed member, Thomas Baillie, formerly
a member of the Master Plan Advisory Committee, was welcomed to
his first meeting.
Mr. Edwards reported that the developer of Carriage Estates- -
Phase II had not completed his submittal of required documents,
for which a deadline of May 31., 1993 had been previously approved
by the Commission, and stated that it was expected that these
would be submitted by the next meeting.
PUBLIC HEARING--PRELIMINARY SUBDIVISION PLANS: ASHLEY WOODS II
Mr. Barnes called to order a Public Hearing to consider Prelimi-
nary Plans for a proposed three-lot Ashley Woods--Phase II sub-
division as an extension of Ashley Place. Peter Ogren presented
the plans, and Mr. Edwards read his own and the Town Engineer's
comments. Concerns expressed by the Public included access to
adjoining developable land between the site and Main Street, not
allowing this to become a through-street either to Main or to
Forest Street, lot frontage compliance, eventual use of part of
the large proposed Lot 2. The Commission voted 4:0 to approve a
motion made by Mr. Howard, seconded by Mr. Goodrich, to close the
public hearing; thereupon the Commission voted 4:0 to approve a
motion made by Mr. Howard, seconded by Mr. Goodrich, to disap-
prove these plans as reflected in a Notification to Town Clerk
dated April 28, 1993.
PUBLIC HEARING--AMENDMENT TO DEFINITIVE SUBDIVISION PLANS:
FAIRWOOD ACRES
Mr. Barnes called to order a Public Hearing to consider the re-
quest of the Danvers Savings Bank, developer of the Fairwood
Acres aubdivision, to amend the approved Definitive Plans so as
to delete a portion of a note thereon relative to Lot 38 as to be
held in common ownership with adjoining land of Mattucci, Ms.
Maria Nichols, attorney for the bank, summarized the history of
the development of the plans, and stated that the note resulted

from an inadvertently carried-over scribner's error and should
not have been part of the Plans, and offered some documentary
evidence in support of this contention. Mr. Ralph Mattucci and
his attorney offered no demurral. The Commission voted 4:0 to
approve a motion of Mr. Howard, seconded by Mr. Goodrich, to
close the public hearing, whereupon the Commission voted 4:0 to
approve a motion made by Mr. Howard, seconded in his first offi-
cial act by Mr. Baillie, to amend the Fairwood Acres Definitive
Subdivision Plans by deleting therefrom the following portion of
a note contained thereon: "...but is to be held in common owner-
ship with adjoining land of Ralph W. and Gael D. Mattucci", the
portion of said note reading "Lot 38 is not to be considered a
separate building lot" is to remain.
CONTINUED PUBLIC HEARING: PRELIMINARY SUBDIVISION PLANS:
ANNETTE LANE
Mr. Barnes called to order a continued public hearing to consider
'Preliminary plans for a proposed one-lot Annette Lane subdivi-
sion. Mr. Edwards reported that the developer still has not
finalized matters with the Conservation Commission and the Fire
Chief and requested continuance, and presented a letter from the
developer to that effect and offering to extend the time for
decision to June 9, 1993. The Commission then voted 4:0 to ap-
prove a motion made by Mr. Howard, seconded in his second offi-
cial act by Mr. Baillie, to continue the public hearing to 9:30
FM on June 7, 1993, and Mr. Barnes signed agreement to the
developer's letter for decision extension.
OTHER BUSINESS AND ADJOURNMENT
The Commission then discussed items to be taken up in their April
27th meeting with the Board of Selectmen and endorsed Definitive
Subdivision Plans for Varney Circle.
At 10:37 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.

SUBJ: Recommended Decision--Preliminary Subdivision Plans:
Ashley Woods--Phase II
DATE: April 28, 1993
Please be advised that at its meeting of April 26, 1993, the Com-
munity Planning and Development Commission vote to DISAPPROVE
Preliminary Subdivision Plans, entitled "Ashley Woods---Phase II",
dated February 16, 1993, for reasons including but not limited to
the following:
1• The plans do not show acceptable detail as to the proposed
preservation of trees and proposed street trees, as to the
impact of the development on existing utilities, or as to
mitigation of surface drainage effects on abutting
Properties, or that the proposed plans would be in confor-
mity with applicable storm drainage practices or of impacts
on near-by wetlands,
2. Lot 2 on the plan may not comply with the requirements of
the Reading Zoning By-Laws.
In regard to any subsequent submission of any revised preliminary
plans or of definitive plans for this subdivision, the Commission
advises the applicant as follows:
A. The above reasons for disapproval should be addressed in a
manner acceptable to the Commission,
B. The applicant should demonstrate that the requirements of
the Conservation Commission, the Board of Health, and of the
Fire Department are met,
C. The applicant should satisfactorily address the comments of
the Town Engineer, dated April 26, 1993, to the extent not
inconsistent with this decision,
D. The Commission would look favorably upon the provision of
underground utilities and upon compliance with any Tree
Preservation Policy in effect at the time of Definitive Plan
submission,
E. The Environmental Impact Report should address impact on

wildlife and impact on drainage toward abutting properties,
The applicant should show all existing trees of six-inch
calipre or larger and an acceptable Scope of Work limit,
beyond which all trees are to be preserved,
The plans should show accommodation for potential access to
adjoining developable property, if such exists,

H. The existing temporary, cul-de-sac on' Ashley Place should be
completely removed with the area restored to rratur.al condi-
tions, and the McHale driveway should be extended to the new
sidewalk.
