MINUTES OF AUGUST 23, 2993
A,. meeting of the Community Planning and Development, Commission of
the Town of Reading was held. in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massacht?sey

AuF-.uW,-t. 23, 2993. In attendance were Richard Howard, f;''=hair;
Thomas Baillie, Commission Secretary, and. Members Nancy Sh pes,
William Goodrich, and Jonathan Barnes. Also present were Town
Planner Jonathan Edwards and Town Engineer William Robertson.
The meeting was called to order at 7:37 PM.
APPROVAL, OF PREVIOUS MINUTES
The minutes of the Commission's meetings of August 2 and 9, 1993
were amended and accepted.
APPROVAL- NOT- RRQt1TRED SUBDIVISION PLANS
Mr. Edwards presented an Approval--Not-Required Plan of Land for
the ;state of Bradford O. Savage at the corner of Pearl and
Thorndike Streets, The Commission voted 5:0 to approve a motion
made by Ms. Shipes, seconded by Mr. Baillie, to endorse said Plan
and to state that, the Commission would look favorably upon the
granting of a rounding easement at that corner as recommended by
the Town Engineer.
PUBLIC FEARING---SUBDIVISION REGULATIONS
Mr. Howard called to order a Public Hearing to consider amend-
ments to the Rules and Regulations Governing the Subdivision of
]'land in Reading. Mr. Edwards stated that the requirements of the
General By--haws in notifying other committees and boards and the:.
Town Counsel and in supplying each with copies of the draft revi-
sions have been met. The Commission discussed the draft,
primarily about submission procedures, filing and inspections
fees, and applications materials, and asked he 'Iola} Engineer and
the Town Planner to investigate certain matters in more detail.
The Commission voted 5:0 to approve -a motion made by Mr. Baillie,
..seconded by Ms. Shipes, to continue the Public.. Hearing to 9:30 PM
on September 27, 2993
DISCUSS ION ABORT LANDFILL TRAFFIC MITIGATION
The Commission reviewed and discussed the traffic analysis and
proposed itemized measures for mitigation of traffic impacts that
had been prepared for Homart's erstwhile development of the
landfill.--office and hotel. It was noted that many of these ele-
rre_rsts wi--t.hin the Town have been accomplished or are scheduled to
be accomplished by the Town with the use of State funds available
to the Town, such as Chapter--90, Urban Systems, and. High-Hazard
Elimination programs: Washington, Village, Lakeview,
Washington/Main, Route-229 corridor, Reading Square. The Commis-
sion agreed that given the nature of Homart's Proposal--to
develop at the maximum density allowed with uses that would have,
generated the highest potential traffic rates---and given changes
in fact that, have occurred differently from what had been assumed
by the study that would occur---such as the AMICA property in
Wakefield not being redeveloped and a decline, rather than an in-
crease, in background traffic levels-- it would be extremely
likely that any development of the landfill site would not gener-
ate greater amounts of traffic than would have been the case from
Homart, .s development, and that therefore the Homart traffic study
would still be a valid basis for purposes of identification of
worst,-case traffic impact and determination of needed mitigation
measures. The Commission asked the Town. Engineer and the Town
Planner, if possible along with the Town's traffic consultant, to
see it it. may be likely that less extensive mitigation would ac-
tually be needed than what the Homart study had proposed and to
report back to the Commission.
ADJOURNMENT
After the Commission reviewed its intimidatingly heavy prospec--
tive schedule for the next few weeks,, at, 10:37 PM a motion was
made and seconded to adjourn and the Commission voted unanimously
to do so,
