COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF AUGUST A, 1993
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room at
the Town Hall, 16 Lowell ;street, in Reading, Massachusetts on
ugus.t, 30, 1993. in attendance were Richard Howard, Chair, and
Members Nancy Shipes and Jonathan Barnes. Also present; was Town
Planner Jonathan Edwards. The meeting was called: to order at
7:37 M.
PUBLIC MEETING: SIGN Y---LAWS
Mr. Howard opened a. public "fleeting about proposed revisions to
the Sign By-Laws, that is, Section 6. 2 . of the Reading Zoning
By-'Laws. He state that first he would c"aCCept general comments,
and then the Commission and those citizens present would go
through the draft part by part. Mr. Benjamin Nichols stated that
he thought, that non-conforming businesses in residential zoning
d striwct,s should not be allowed any signs other than what would
be allowed for residences in such districts, Leslie McGonagle,
President of the Reading Chamber of Commerce, disagreed. `T'hen
discussion focussed can the draft, discussion amongst the Commis-
sion and with the public centering on each part of the draft. in
order. Changes were made in the draft which are to be reflected
in the newt revision o the gai=t. The greatest amount } ds-
cussi.on dealt with the disposition of signs which would become
non-conforming with the adoption of the by-law changes, Ms.
McGonagle and Richard Batten, yawner of a sign company, maintain-
ing that such non-conforming signs should not have a t,i_me, limit
by the end of which they would have to be removed, but, should be
grandfathered until no longer used. The Commission voted 3:0 to
approve a. Ration made by Ms. t Sipes, seconded by Mr. Barnes, to
schedule another public meeting on this matter for 7:30 PM on
September 20, 1993, one weep; before the formal public hearing is
scheduled to be held, Then the Commission held a discussion with
former member Mara Favaloro concerning the content and dissemina-
tion of prospective sign-related questionnaires for both business
owners and residents, Ms. Ch? pes informed the Commission that:,
she would need to cease per service as the Commission's represen-
tative to the Housing Partnership. Mr. Barnes stated that he
would be agreeable to serve in such capacity.
ADJOURNMENT
At 10:48 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so,
