HomeMy WebLinkAbout1993-09-13 Community Planning and Development Commission Minutes'y TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF SEPTEMBER 13, 1993 A meeting of the Community Planning and Development Commission of the Town of Leading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on Sep- tember 13, 1993. In attendance were Thomas Baillie, Commission Secretary acting as Chairman; and Members Nancy Shipes, William Goodrich, and Jonathan Barnes. Also Present were Town Planner Jonathan Edwards and Town Engineer William Robertson. The meet- ing was called to order at 7:39 PMa APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of August 23, 1993 were accepted and those of August 30, 1993 were amended and accepted. SUBDIVISION BOND RELEASES Upon recommendation of the Town Engineer, the Commission voted 4:0 in each instance to approve the following motions. 1. A motion made by Ms. Shipes, seconded by Mr. Barnes, to release the remaining bond funds, $3900, for Emerald Drive. 2. A motion made by Ms. Shipes, seconded by Mr. Goodrich, to release the remaining bond funds, $9600, for Kur- chian Lane, provided that a certified check for $750 is received to ensure the survival of street trees until the spring of 1994. 3. A motion made by Ms. Shipes, seconded by Mr. Barnes, to release the remaining bond funds, $700, for Fairwood Acres. PUBLIC HEARING: DEFINITIVE SUBDIVISION PLANS--ASHLEY WOODS II Mr. Baillie called to order a public hearing to consider defini- tive plans for the proposed Ashley Woods Phase II subdivision. Messrs O. Bradley Latham, attorney, and Peter Ogren, engineer, presented the subdivision plans on behalf of the applicant. Mr. Edwards presented comments from the Board of Health and his own comments. Mr. Robertson presented his comments. Concerns ex- pressed by the public in attendance were that there be no connec- tion to Main Street through the intervening Cucurullo property which is proposed to have access to Ashley Place, no sewer con- nection between the proposed subdivision and the Cucurullo. property is sensible given the topography and given the availability of sewer access in Main Street, drainage problems in yards on the easterly side of existing Ashley Place. Commission members expressed concerns about the lack of an updated drainage study and whether the cited drainage problems had to do with the developer's failure to adhere to grading plans shown as part of the approved drawings for Ashley Woods, the configuration of lots and easements, and possibly adding a note or including an ap- proval condition to express the Commission's intention against any connection through to Fain Street. The Commission voted 4:0 to approve a motion made by Ms. Shipes, seconded by Mr. Goodrich, to continue this public hearing to 8:00 PM on October 4, 1995. CONTINUED PUBLIC HEARING: PRELIMINARY SUBDIVISION PLANS-- ANNETTE LANE Mr. Baillie then called to order a continued public hearing to consider Preliminary Subdivision Plans for Annette Lane. No mem- bers from the general public were present. Mr. Bernie Paquin, engineer, and the applicant, James Pacy, recounted to the Commis- sion the history of the cul-de-sac configuration, given the loca- tion of wetlands and the concerns of the Fire Chief, and con- cluded that it was not possible to satisfy both. Saying that they now saw no other alternatives, they now proposed that a cul-de- sac right-of-way be established but that the cul-de-sac street not be built and only a driveway installed. The Commission then voted 4:0 to approve a motion made by Ms. Shipes, seconded by Mr. Goodrich, to deny these Preliminary Sub- di.vsion Plans as reflected in a notice to Town Clerk dated Sep- tember 15, 1993. ADJOURNMENT The Commission briefly discussed two alternate Master Site Plan sketches for the Reading Business Park (Landfill) and requested this matter to be placed on an upcoming agenda. At 19:55 PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so. Proposed frontage along a non-buildable cul-de-sac does not meet the frontage requirements of the Reading Zoning By-Laws in that access for vehicles and pedestrians would not be physically available along the entire requisite frontage, and 2. The proposed cul-de-sac does not meet the street standards of the Rules and Regulations Governing the Subdivision of Land in Reading. The Commission would recommend to the Zoning Board of Appeals the granting of a frontage variance provided that the existing fire hydrant be relocated to the satisfaction of the Fire Chief, and that due to the extent of wetlands within the proposed cul-de-sac it is not favored by the Commission to require the construction of the cul-de-sac for this one lot. cc: Building Inspector Conservation Commission Board of Health Zoning Board of Appeals DPW---Engiteering Fire Chief James Pacy, 15 Upland Road, Andover, Mass. 01810
