HomeMy WebLinkAbout1993-09-20 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF SEPTEMBER 20, 1993 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on Sep- tember 20, 1993. In attendance were Richard Howard, Chair; and Members Nancy Shipes, William Goodrich, and Jonathan Barnes. Also present was Town Planner Jonathan Edwards. The meeting was called to order at 7:33 PM. DISCUSSION--PROPOSED REVISIONS TO THE SIGN BY-LAWS Mr. Howard opened the meeting to a continued discussion about proposed revisions to Section 6.2. Signs, of the Zoning By-Laws, and the discussion centered around the second draft, of the proposed revisions, beginning where -the Commission had left off at the meeting of August 30, 1993. Mr, Edwards presented a Town Counsel memorandum about political signs and a memorandum compil- ing the results of an opinion survey recently conducted by Com- mission members and others to obtain residents' views on the con- dition and attractiveness of signs in Reading. Mr. Howard also gave to the Commission copies of a 1936 citizen opinion survey about the conditions of Reading business areas. The Commission, with input from those in attendance, continued through the draft text, and decided to continue further at its next meeting, which would focus on the Public Hearing on this subject. PROPOSED PRD--59 FOREST STREET The Commission then heard a request from the Bruzzeze family to have a warrant article placed before Town Meeting to consider amending the Zoning Map to apply a PRD-G Overlay District to their property at 59 Forest Street. Mr. Paul Finocchio, engineer representing the family, presented sketch plans showing one addi- tional house to be built on the property. The Commission voted 4:0 to approve a motion made by Mr. Goodrich, seconded by Mr. Barnes, to request that the Board of Selectmen place an Article on the Warrant of the 1993 Subsequent Town Meeting to amend the Reading Zoning Map to place a PRD-G Overlay District on property located at 59 Forest Street (Assessors Map 156 Parcel 15).
