COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF SEPTEMBER 27, 1993
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell. Street in Reading, Massachusetts on Sep-
tember 27, 1993. In attendance were Richard Howard, Chair;
Thomas Baillie, Commission Secretary; and Members Nancy Shipes
and Jonathan Barnes. Also present was Town Planner Jonathan Ed---
wards. The meeting was called to order at 7:33 PM.
PUBLIC HEARING--SIGN BY-LAWS
Preparatory to a Public Hearing concerning proposed revisions to
Section 6.2., Signs, of the Zoning By-Laws that may be placed on
the Warrant for the Fall Town Meeting, the Commission resumed
reviewing the Draft by-law, beginning where they had left off at
the last meeting. Of particular attention were the Drovisions
concerning a Sign Review Board. At 8:00 PM Mr. Howard called the
Public Hearing to order, and explained to the audience the
process of fact-finding, survey, and examination of other towns
by-laws that the Commission had undertaken, outlined the objec-
tives of this process, and then summarized the deliberations that
had taken place so far. Public comments concerned such Drovi-
sions and issues as sign height, costs of changing non-conforming
signs, grandfathering of non-conforming signs, the advertising
value of message boards, directory signs for properties with more
than one business, and allowance of larger signs for such
properties. The Commission and the audience then went through
an 18-point update list of changes from the second draft that the
Commission would consider. The Commission voted 4:0 to approve a
motion made by Ms. Shipes, seconded by Mr. Barnes, to continue
this public hearing to 9:00 PM on October 4, 1993.
CONTINUED PUBLIC HEARING--SUBDIVISION REGULATIONS
Mr. Howard called to order a continued public hearing concerning
proposed amendments to the Rules and Regulations Governing the
Subdivision of Land. Given that neither the Town Planner nor the
Town Engineer had been able to conclude outstanding issues since
the last public hearing, the Commission voted 4:0 to approve a
motion made by Mr. Barnes and seconded by Mr. Baillie, to con-
tinue this public hearing to 9:30 on October 18, 1993.
ADJOURNMENT
At 10:54 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
