In attendance were Baillie, Commission Secretary; and liam Goodrich. Also present were and Town Engineer William Robertson order at 7:33 PM. and Development Commission of Selectmen's Meeting Room of Reading, Massachusetts on,Oc- Richard Howard, Chair; Thomas Members Nancy Shipes and Wil-- Town Planner Jonathan Edwards The meeting was called to APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of September 27, 199:3 were accepted and those of October 4, 1993 were amended and ac- cepted. ESTABLISHMENT OF SUBDIVISION BOND AMOUNTS Upon recommendation of the Town Engineer in a memorandum dated October 18, 1953, the Commission voted 4:0 to approve a motion made by Ms. Shipes, seconded by Mr. Goodrich, to set the bond amount for Varney Circle at $77,545, and voted 4:0 to approve a motion made by Mr. Goodrich, seconded by Mr. Baillie, to set the bond amount for Autumn Lane at $128,840. SIGN BY-LAWS, DISCUSSION Mr. Howard opened a discussion of the proposed sign by-law revi- sion to the Zoning By-Laws by reviewing briefly a condensed draft, of the language placed on the Warrant for Fall Town Meeting. The Commission then reviewed and began to formulate responses to the list of revisions which had been presented by the Chamber of Com- merce, and then proceeded to other issues, including, but not necessarily limited to, specific merchant suggestions and com- plaints, the matter of changeable copy reader boards on signs, the need for research into specifics of the number of signs which may be rendered non-conforming, the need to devise a list of com- parisons between the proposed and current sign by-laws, and the need to work up some simple illustrations of the visual effect of the proposed by-law as compared with the current, sign situation. PUBLIC HEARING--PROPOSED PRD, 59 FOREST STREET Mr. Howard called to order a public hearing to consider Article 15 on the Warrant for Fall Town Meeting to amend the Zoning Map to apply a Planned Residential Development--General overlay dis- trict to property at 59 Forest Street. Messrs. Paul Finocchio and-O.B. Latham presented proposed schematic PRD development plans. Comments from neighbors concerned comparisons between this proposal and development of the property as a subdivision, and drainage and wetlands issues. The Commission then voted 4:0 to approve a motion made by Ms. Shipes, seconded by Mr. Goodrich, 1 to close the public hearing, and then voted 4:0 to approve a mo- tion made by Mr. Goodrich, seconded by Ms. Shipes, to recommend the Article to Town Meeting. f,. CONTINUED PUBLIC HEARING--DEFINITIVE SUBDIVISION PLANS ASHLEY WOODS II Auer Ms. Shipes left the quorum, Mr. Howard then called to order a continued public hearing to consider Definitive Plans for the proposed Ashley Woods II subdivision. Mr. Robertson related his comments about drainage aspects of the plans, and stated that his concerns about this issue have been met by plan revisions. The Commission voted 3:0 to approve a motion made by Mr. Baillie, seconded by Mr. Goodrich, to close the public hearing; whereupon the Commission reviewed the proposed approval conditions, and re- quested that the decision on these plans be Placed on the next meeting's agenda. - - ADJOURNMENT At 10:27 PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
