COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF FEBRUARY 28, 1994
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on
February 28, 1994. In attendance were Members Nancy Shipes, Wil-
liam Goodrich (acting as Chair), and Jonathan Barnes. Also
present were Town Planner Jonathan Edwards and Town Engineer Wil-
liam Robertson. The meeting was called to order at 7:48 PM.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of February 7, 1994 were
accepted.
APPROVAL-NOT--REQUIRED SUBDIVISION PLANS
An ANR Plan of Land, dated January 20, 1994, for land on Chute
Street, Land Court #189847, was presented. After review with the
surveyor, the Commission voted 3:0 to approve a motion made by
Mr. Goodrich, seconded by Mr. Barnes, to endorse said plan, and
the Commission so endorsed the plan.
Mr. Howard
joined the quorum and assumed the Chair. Mx. Michael
Larkin presented a prospective plan showing three lots on a par-
cel on Haverhill Street; because of wetlands the lots would share
a common driveway, which has been reviewed with the Fire Chief.
The Commission responded that it would be pleased to entertain an
ANR plan relative to his proposal.
SUBDIVISION REGULATIONS
Mr. Howard opened a discussion concerning prospective revisions
to the Rules and Regulations Governing the Subdivision of Land.
Mr. Robertson presented an analysis of fee schedules charged by
other Towns for various types of submittals. The Commission
agreed that the following should be the prospective revised sub-
division fee schedule:
ANR Plans: same as Burlington ($100 plus 25 per lot over 3
lots) except that the surcharge for expedited review of
plans submitted less than 7 days prior to the next
scheduled meeting should be $100.
Preliminary Plans: same as Burlington ($150 plus $10 per
lot, $50 resubmission fee)
Definitive Plans: filing and inspection same as Burlington
($500 plus $30 per lot if no preliminary plan had been
filed; or $350 plus $20 per lot if a preliminary plan
had been filed; in addition: $250 for amended plans,,
$100 for resubmission for each incomplete application;
plus inspection fee equal to 1% of the estimated con-
s,truction cost of the improvements, not including in-
flation between the original estimate and the start of
construction, such fee to be reviewable after one year

if no construction has taken place; plus $100 per lot,
with $1000 minimum, for street or utility maintenance
repairs until street acceptance, with a separate ac-
count set up for each subdivision with the unexpended
balance, without interest, to be returned to the ap-
Plicant.
Inspection and Maintenance Repair fees to be collected prior
to the issuance of lot releases for building permits,
and no final certificates of occupancy to be issued un-
til all fees, including those for review consultants,
are paid in full.
The Commission decided to take up plan submission and content re-
quirements for ANR, Preliminary, and Definitive Flans (Burlington
chapters 4, 5, and 8).
MASTER PLAN--DOWNTOWN ECONOMIC DEVELOPMENT
The Commission reviewed Mr. Edwards's memorandum of February 9,
1994 and found itself to be in general agreement with its goals
and priorities.
OTHER BUSINESS AND ADJOURNMENT
The Commission agreed to hold a public hearing on March 28th
regarding zoning Warrant Articles for the Spring Town Meeting.
At 10:31 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
