COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF MARCH 14, 1994
A meeting of the Community Planning and Development. Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 18 Lowell Street in Reading, Massachusetts on
March 14, 1994. In attendance were Thomas Baillie,, Commission
Secretary acting as Chair; and Members Nancy Shipes and William
Goodrich. Also present were Town Planner Jonathan Edwards and
Town Engineer William Robertson. The meeting was called to order
at 7:59 PM.
PUBLIC HEARING--PRELIMINARY SUBDIVISION PLANS: PERSIMMON PLACE
Mr. Baillie called to order a public hearing to consider prelimi-
nary subdivision plans for Persimmon Place. Mr. O. Bradley
Latham, attorney for the applicant, requested that the hearing be
continued to a later meeting as the applicant had some issues to
be resolved with one of the property owners involved, and he and
Mr. Baillie executed an agreement to extend the time for a deci-
sion to March 30, 1994. The Commission voted 3:0 to approve a
motion made by Ms. Shipes, seconded by Mr. Goodrich, to continue
the public hearing to 9:00 PM on March 28, 1994.

OTHER BUSINESS
Duck Road:
The Commission voted 3:0 to approve a motion made by Ms. Shipes,
seconded by Mr. Goodrich, to release $8,292 from the bond amount
held in connection with the Duck Road subdivision so that $3,025
will be retained according to Mr. Robertson's memorandum of March
14, 1994.
Ashley Woods-Phase II:
The Commission voted 3:0 to approve a motion made by Ms. Shipes,
seconded by Mr. Goodrich, to establish a bond amount of $204,455
for the Ashley Woods--Phase II subdivision, according to Mr.
Robertson's memorandum of March 14, 1994, providing that this
amount does not include the value of trees subject to the Tree
Preservation Condition of the subdivision approval and that on
advice of the Tree Warden bond reductions from this amount may be
adjusted to reflect the value of trees not preserved in accor-
dance with said condition.

ICE ARENA TRAFFIC SIGNALIZATION PLANS
Mr. Robertson presented plans developed by the Town's traffic
consultant for the traffic signal proposed to be installed at the
intersection of the Ice Arena Entrance Drive and Haverhill
Street. After detailed review of these plans, the Commission
voted 3:8 to approve a motion made by Mr. Goodrich, seconded by
Ms. Shipes, to recommend this signalization plan to the Board of
Selectmen in fulfillment of a condition of the Site Plan Approval
for the Ice Arena.
ADJOURNMENT
At 8:38 PM a motion was made and seconded to adjourn and the Com-
mission voted unanimously to do so.
