COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF APRIL 4, 1994
A meeting of the Community Planning and Development Commission of
the 'T'own of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 18 Lowell Street in Reading, Massachusetts on
April 4, 1994. in attendance were Richard Howard, Chair; Thomas
Baillie, Commission Secretary; and Member Nancy Shipes. Also
present was Town Planner Jonathan Edwards. The meeting was
called to order at 7:58 PM.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of March 28, 1994 were
accepted.
PUBLIC HEARING---PRELIMINARY SUBDIVISION PLANS: ASHLEY WOODS III
Mr. Howard called to order a Public Hearing to consider Prelimi-
nary Plans for a proposed 4-lot Ashley Woods III subdivision.
Messrs. David Johnson and Michael Rosati presented the plans, and
indicated that two waivers were applied for: length of cul-de-sac
and depth of cover over a drain line. Mr. Edwards vresented
staff comments. Concerns expressed by the Commission and by the
attending public included drainage to particular properties such
as the Mahoney and Grandin lots, retention of access rights for
the K.ouki driveway, blasting, and assurance that the street would
not be connected through to Main Street. The Commission voted
3:0 to approve a motion of Mr. Baillie, Ms. Shipes seconding, to
close the public hearing. The Commission then voted 3:0 to ap-
prove a motion of Mr. Baillie, Ms. Shipes seconding, to disap-
prove these preliminary plans in accordance with a Notification
to the Town Clerk dated April 5, 1994.
OTHER BUSINESS
Bev Stag Road _PRD- Mr. Robert Keegan presented the latest,
version of his proposed plans for a PRD-G on his property on Bay
State Road. The Commission agreed that they looked favorably on
the concept shown and suggested that Mr. Keegan proceed with
making an application for Preliminary .PRD Plan review.
Ca areso's Market Stand:_ The owners presented sketch plans show-
ing what they hope to achieve in reconstructing their building at
the corner of Main and Hopkins Streets, such reconstruction re-
quiring a front setback variance from the Zoning Board of Ap-
peals, for which variance they have applied. The Commission
voted 3:0 to approve a motion of Ms. Shipes, seconded by Mr.
Baillie, to advise the ZBA that CPDC looks favorably o the con-
cept shown in a plan dated January 29, 1994, looks forward to
reviewing the site plan in full detail, and supports the re-
quested front yard setback variance.

Lot Release form for filing with the Registry of deeds to replace
the one previously executed. The Commission, voted 3:9 to approve
a motion of Ms. Sh.ipes, Mr. Raillie seconding, to re-execute such
Lot Release, and the Commission so re-executed.
Town Meeting Presentations: The Commission discussed and agreed
on responsibilities for reporting and presenting articles 17, 16,
and. 1.9 to the Spring Town Meeting.
ADJOURNMENT
At 10:26 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
