COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES O MAY 9, 1994
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on May
9, 1994 . In attendance were Richard Howard, Chairs Thomas
Bai:Illie, Commission. Secretary; and Members Nancy Shipes and Wil-
liam Goodrich. Also present was Town Planner Jonathan. Edwards.
The meeting was called to order at 7:34 PM.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of April 4, 1994 were ac-
cepted.
PUBLIC INPUT
Chairman Howard asked those in attendance if anyone wished to
spear, to the, Commission about any matter not on the agenda.
Camille Anthony of the Board of Selectmen introduced herself as
the Selectmen's liaison with the Commission and the Community
Development Department.
Mar: Favaloro, representing some of the neighbors and abutters on
South Street asked to speak to the Commission about the South
Street Scenic Road decision of January 4, 1993. He stated that a
judge had dismissed the neighborhood's appeal of that decisions
finding no procedural irregularities, and informed the Commission
that his clients have tiled a motion with the court to reconsider
the judge's dismissal. He asked the Commission to reconsider the
implications of reconstruction of South Street as it applies to
Scenic Road approval. Neighbors, including Walter Begonis, Wil-
liam Weimar, Paul Johnson, and Cromwell Shubarth, summarised
their views of the history of the matter and of the substantive
issues they feel are still outstanding; they stated that in their
view the Selectmen have not adequately addressed the need for the
Proposed improvements or the public safety mandate for the im-
provements. Mr. Barnes joined the quorum at 3:13 PM.
Ms. Shipes moved, seconded by Mr. Baillie, that in light of new
information, specifically the availability of Chapter 90 funds
for rebuilding within the existing footprint, and in light of the
emerging possibility of removing more trees to accommodate pole
replacement resulting from the widening of South Street, the Com-
mission reconsider its vote of January 4, 1993, after any pending

a. vote would affect the decision of a judge hearing the motion of
the neighbors for the court to reconsider, what bearing a judge-
ment about procedural issues should have on consideration of sub-
stantive issues, and what influence a further court decision
would have on GPDC's actions. Mr. Howard called for a vote,
which was 2:2:1 (Messrs. Goodrich and Howard dissenting, Mr.
Barnes abstaining). -
ZONING MATTERS
The Commission discussed various zoning matters and potential.
zoning amendments to present to the Fall 1994 Town Meeting, cen-
tered on Mr. Edwards "s memorandum of May 4th. The sense of the
commission was to pursue these matters at subsequent meetings, to
examine increasing lot frontage in the S-10 district and to util-
ize Rule 22, that the idea of a zoning administrator seemed to
make sense, to explore in more detail the issue of two-family
conversions, and to discuss at later meetings the issue of adult
entertainment.
OTHER BUSINESS AND ADJOURNMENT,
Mr. Edwards announced that the Senior Center has 'been awarded a
1994 Preservation Award by the Massachusetts Historical Commis-
sion, Mr, Goodrich announced that due to personal and family
considerations he would not be seeping another term on the Com-
mission.
At 10:33 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.

F, The applicant should show all existing trees of six-inch
calipre or larger and an acceptable Scope of Work limit,
beyond which all trees are to be preserved,
G. The applicant should consider combining the Definitive
Public Hearing for this subdivision with a reopened public
hearing to consider changes proposed for the Ashley Woods II
subdivision.
H. The Commission would look favorably on the requested waiver
for length of road provided that the water line is looped
and that the Fire Department does not object, and would look
favorably on the requested waiver for reduced coverage over
a strengthened drain line if acceptable to the Department of
Public Works.
I. The applicant should provide an acceptable blasting program.

Please be advised that at its meeting of April 4, 1994, the Com-
munity Planning and Development Commission vote to DISAPPROVE
Preliminary Subdivision Plans, entitled "Ashley Woods III", dated
February 1994, for reasons including but not limited to the fol-
lowing:
1. The plans do not show acceptable detail as to the
preservation of trees and proposed street trees,

In regard to any subsequent submission of any revised preliminary
plans or of definitive plans for this subdivision, the Commission
advises the applicant as follows:
A. The above reasons for disapproval should be addressed in a
manner acceptable to the Commission,
B. The applicant should demonstrate that the requirements of
the Conservation Commission, the Board of Health, and of the
Fire Department are met,
C. The applicant should satisfactorily address the comments of
the Town Engineer dated April 1, 1994, and of the Town Plan-
ner dated March 28, 1994,
D. The Commission would look favorably upon the provision of
underground utilities and upon compliance with any Tree
Preservation Policy in effect at the time of Definitive Plan
submission,
The Environmental Impact Report should address impact on
wildlife and impact on drainage toward abutting properties
and all others to Fairchild Drive; and incorporating the
Doodlesack, Mahoney, and Grandin properties on Ashley Place
and Lafayette Road.
