HomeMy WebLinkAbout1994-06-06 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF JUNE 6, 1994 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell. Street in Reading, Massachusetts on June 6, 1994. In attendance were Thomas Baillie, Commission Secretary acting as Chair; and Members Nancy Shipes, William Goodrich, and Jonathan Barnes. Also present was Town. Planner Jonathan Edwards. The meeting was called to order at. 7:41 PM. APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of May 23, 1994 were ac- cepted. CARRIAGE ESTATES BOND Mr. Baillie opened continued discussion=, about the establishment of a bond amount for the Carriage Estates II subdivision Mr. Mark avaloro, attorney for the developer, stated that the developer has been discussing the amount with .Engineering, and that the developer would like an extension of time to complete these discussions. Several neighbors brought up various aspects of nonw-compliance with approval conditions, the most significant being the use by construction vehicles of Emerson Street, about which several possible remedies were discussed. The Commission requested that Engineering be asked which of the Condition 7 re- qu.irement.s., have not ;yet been fulfilled and -then voted 4:0 to ap- prove a motion of Ms. Shipes, seconded by Mr; Barnes, to continue this matter to 7:45 on June 29th, PUBLIC- HARING--SITS, PLAN REVIEW: MOBIL AT FRANKLIN AND MAIN Mr. Baillie called to order a public hearing to consider Site Plan review for the Mobil service station at Franklin and Main Streets. Messrs. Robert Fishman, attorney, and Carlos Davis, en- gineer, representing the applicant, presented the plans. Mr. Ed- wards presented staff comments from planning and the Board of Health. Mr. William High presented comments from the Engineer- ing Division. The Commission voted 4:0 to approve a motion of Ms. Shipes, seconded by Mr. Goodrich, to close the public hearing and then voted 4:0 to approve a motion of Mr. Goodrich, seconded by Ms. Shipes, to approve this site plan subject, to conditions as reflected in a notification to Town Clerk dated. June 7. 1994. PUBLIC REARING--PRD-G PRELIMINARY PLANS: 64 BAY STATE ROAD nary plans for a five--home Planned Residential Development- General (PRD-G) proposed for property at 64 Bay State Road. Mr. Robert Keegan, proponent, presented the plans. Mr. Edwards presented staff comments. The Commission voted 4:0 to approve a motion of Mr. Goodrich, seconded by Mr. Barnes, to close the public hearing, and then voted 4:0 to approve a motion of Mr. Goodrich, seconded by Ms. Shipes, to approve the plans subject t conditions as reflected in a notification to Town Clerk dated June 7, 1994. DELI SIGN--PPD-G PRELIMINARY PLANS: 59 FOREST STREET: Mr. D'aillie opened discussions concerning the proposed prelimi- nary plans for a proposed three-home Planned residential Development--General (PRD--G) for property at 59 Forest Street, which had been the subject of a public hearing closed at the pre- vious meeting. Discussion focussed on the unacceptability of any tenure of common open space except by a residents' association as called for in the PPD by--law. The Commission voted 4:0 to an-- prove a motion of Ms. Shipes, seconded by Mr. Barnes, to approve these plans subject to conditions as reflected in a notification to Town Clerk dated June 7, 1994. OTHER BUSINESS AND ADJOURNMENT Mr. Edwards presented a proposed ROCD grant, application for im- proved technology to facilitate the conduct of Town and School joint operations: the Commission voted 4:0 to approve a motion of Mr. Raillie, seconded by Ms. Shipes, to endorse such an applica- tion. Mr. :Barnes informed the Commission that the Housing Partnership wishes to meet with the Commission on July 23, 1994; the Commission expressed agreement to such a meeting.
