HomeMy WebLinkAbout1994-11-07 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF NOVEMBER 7, 1994 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on November 7, 1994 In attendance were Thomas Baillie, Chair, and Members Nancy Shipes and Richard Howard. Also present was Town Planner Jonathan Edwards. The meeting was called to order at 7:12 PM. APPROVAL-NOT-REQUIRED SUBDIVISION PLANS: Mr. Edwards presented a revised plan of land, dated September 28, 1994, at 149 Howard Street. The Commission voted 3:0 to approve a motion of Mr. Howard (no relation), seconded by Ms. Shipes, to endorse said plan, and the Commission so did. SUBDIVISION PLAN ENDORSEMENTS The Commission voted 3:0 each to approve motions of Mr. Howard, seconded by Ms. Shipes, to endorse subdivision plans for 59 Forest Street, dated February 17, revised July 14 and October 17, 1994, and for Ashley Woods III, dated June 21 and revised Septem- ber 28, 1994, and the Commission endorsed said plans. Mr. Irwin joined the quorum at this point. SITE PLAN WAIVER REQUEST After a presentation by Mr. Edwards of a Site Plan Waiver Request for Reading Animal Clinic at 1312 Main Street, the Commission voted 4:0 to approve a motion of Mr. Howard, seconded by Ms. Shipes, to approve a waiver from Site Plan Review for this property subject to compliance with the Sign By-Laws. The Com- mission also expressed appreciation of the clarity and thorough- ness of these plans. Mr. Barnes.joined the quorum at this point. DECISION--PRELIMINARY SUBDIVISION PLANS: ANSON LANE After discussion, the Commission voted 3:2 (Messrs. Barnes and Irwin opposed) to approve a motion of Mr. Howard, seconded by Mr. Barnes, to disapprove the Preliminary Subdivision Plans for Anson Lane for reasons as specified in a Notification to Town Clerk dated November 10, 1994. PUBLIC HEARING--SITE PLAN REVIEW: CALARESO'S, MAIN AT HOPKINS STREETS Mr. Baillie called to order a public hearing to consider Site Plan Review for Calareso's Market Stand at Main and Hopkins Streets. Mr. 0. Bradley Latham, attorney for the applicant, presented the plans. Discussion focussed on access to and use of vcti .t_Giit l.G granted by the Zoning Board of Appeals, signs, water dispenser, dumpster and feral cats, and the need for a license to utilize part of the Main Street right-of-way. The Commission voted 5:0 1 to approve motions made by Mr. Howard and seconded by Ms. Shipes, to close the public hearing, and to approve the Site Plan subject t o conditions as specified in a Notification to Town Clerk dated November 10, 1994. PUBLIC HEARING--PRELIMINARY SUBDIVISION PLANS: 874/882 MAIN ST. Mr. Baillie called to order a public hearing to consider Prelimi- nary Plans for a proposed six-lot subdivision on two adjoining properties located at 874 and 882 Main Street. Mr. Latham presented the plans, after which Mr. Edwards presented staff com- ments. Discussion and public comments centered on drainage, severe grades, access to existing driveways, undeveloped adjacent lands, intersection safety, blasting fire and ice. The Commis- sion voted 5:0 to approve motions of Mr. Howard, seconded by Ms. Shipes, to close the public hearing and to disapprove these plans for reasons as specified in a Notification to Town Clerk dated November 10, 1994. RECOMMENDATIONS--ZONING WARRANT ARTICLES The Commission discussed each of the zoning articles placed on the warrant for the Fall 1994 Town Meeting, and approved by votes of 5:0 each the following motions made by Mr. Howard and seconded as follows: Article 13 Mr. Irwin recommend Article 14 Mr. Barnes recommend Article 15 Mr. .Barnes recommend Article 16 Mr. Barnes table Article 17 Mr. Irwin table Article 18 Ms. Shipes table Article 19 Ms. Shipes table Article 20 Mr. Barnes amend by deleting reference to 5-10 and 5-15, and recommend Article 21 Ms. Shipes recommend Article 22 Mr. Irwin table Article 23 Ms. Shipes recommend Article 24 Mr. Irwin recommend Article 25 Ms. Shipes table Article 26 Mr. Irwin recommend Article 27 Ms. Shipes recommend ADJOURNMENT At 11:45 PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
