COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF JANUARY 9, 1995
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on
January 9, 1995. In, attendance were Bryan Irwin, Commission
Secretary acting as Chair; and Members Nancy Shipes and Jonathan
Barnes. Also present were Town Planner Jonathan Edwards, Town
Engineer Joseph Delaney, and Town Counsel H. Theodore Cohen. The
meeting was called to order at 7:38 PM.
APPROVAL-NOT-REQUIRED SUBDIVISION PLANS
Upon recommendation of the Town Planner, who attested that the
easement that had been in question was not an access easement,
the Commission voted 3:0 to approve a motion of Ms. Shipes,
seconded by Mr. Barnes, to endorse a Plan of Land at 49 Spring
Street, dated December 20, 1994, and the Commission did so en-
dorse.
SUBDIVISION BONDS
Carriage Estates Phase II--Establishment of Bond Amount: Upon
recommendation of Engineering, the Commission voted 3:0 to ap-
prove a motion of Ms. Shipes, again seconded by Mr. Barnes, set-
ting a bond amount for the Carriage Estates Phase II subdivision
at $249,167.60 and for improvement of Dividence. Road at $64,050,
for a total of $313,217.60 with the provision that the contin-
gency amount may be used for tree preservation.
Batchelder Estates Bond Release Request Mr. Edwards presented a
letter from the developer's attorney claiming that the subdivi-
sion was completed and demanding return of the bond money. The
Commission voted 3:0 to approve a motion of Ms. Shipes, seconded
by Mr. Barnes, directing the Town Engineer to obtain expert
opinion in dry stone wall masonry construction as to the in-
tegrity of the wall, said opinion to be paid for voluntarily by.
Mr. and Mrs. Hurford, and said opinion to be delivered to the
Commission prior to acting on the bond release request.
Mr. Baillie joined the quorum and assumed the Chair.
Parsons Lane : The Commission voted 3:0:1 (Mr. Barnes not voting)
to approve a motion of Ms. Shipes, seconded by Mr. Irwin, to en-
dorse the Tri-Party Agreement for the Parsons Lane subdivision,
and the Commission did so endorse.
DISCUSSION ON POSSIBLE ZONING WARRANT ARTICLES
Goldhirsch issue, 11 joining in, Mr. Baillie opened discussion as to
possible zoning
warrant for the
amendment articles which may be placed on the
Spring 1995 Annual Town Meeting. As to the
