COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF JANUARY 30, 1995
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on
January 30, 1995. In attendance were Thomas Baillie, Chair; and
Members Nancy Shipes and Richard Howard. Also present were Town
Planner Jonathan Edwards and Town Engineer Joseph Delaney. The
meeting was called to order at 7:39 PM.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of November 7 and 28,
1994 were amended and accepted, and those of October 17 and 24,
November 9, and December 12, 1994 were accepted.
APPROVAL-NOT-REQUIRED SUBDIVISION PLANS AND SUBDIVISION MATTERS
The Commission voted 3:0 to approve a motion of Ms. Shipes,
seconded by Mr. Howard, to endorse a Plan of Land at 20 Hillcrest
Road, dated January 13,, 1995, and the Commission did so endorse.
After discussion with Mr. Delaney about infiltration into the new
sewer line, the Commission voted 3:0 to approve a motion of Ms.
Shipes, seconded by Mr. Howard, to release all lots in the Car-
riage Estates II subdivision. At this point, Mr. Irwin joined
the quorum.
Upon recommendation of the Engineering Division, the Commission
voted 4:0 to approve a motion of Mr. Howard, seconded by Ms.
Shipes, to reduce the bond funds held in connection with the
Birch Meadow Estates subdivision from $9,141 to $985.
CONTINUED PUBLIC HEARING--SITE PLAN REVIEW, DUNKIN DONUTS
Mr. Baillie called to order a continued Public Hearing to con-
sider the Site Plan of Dunkin Donuts at 273 Salem Street. Mr.
James Senior, attorney for the applicant, presented revised plans
showing regarding the westerly site entrance. Discussion ensued
about the recommendations of the Commission's review traffic con-
sultant, McDonough and Scully. The Commission voted 4:0 to ap-
prove a motion of Mr. Howard, seconded by Ms. Shipes, to close
the public hearing; whereupon the Commission voted 4:0 to approve
a motion by Mr. Howard, seconded by Ms. Shipes to approve the
site plan subject to conditions as reflected in a Notification to
Town Clerk dated February 2, 1995. Mr. Howard left the quorum at
this point.
CONTINUED PUBLIC HEARING--SITE PLAN REVIEW, LONGWOOD PLACE AT
PEARL STREET SCHOOL, MUNICIPAL BUILDING REUSE BY-LAW
Mr. Baillie called to order a continued Public Hearing to con-
sider the Site Plan for Longwood Place at the Pearl Street School
under the Municipal Building Reuse By-Law. Mr. William Casper,

applicant, announced that the proposal had received financing ap-
proval from the Massachusetts Housing Finance Agency, and he
reviewed the comments and concerns raised at the earlier hearing,
including: front hedge, site lighting, installation of sidewalk
and curb along the frontage, height of the addition, repair and
maintenance of the perimeter fence, landscaping buffer and sun
angle in the area of the addition requiring a setback variance,
removing and filling the coal bunker, central compactor in the
rubbish room with internal rubbish removal by housekeeping staff,
and a wooden fence around the dumpster.
Mr. Donald Allen and Ms. Margaret Plansky from the Housing
Authority expressed concern over an unserved affordability gap
between those who qualify for assistance under the State Group
Adult Foster Care program and those paying market rates for
residency and site services. The Town Planner reviewed Fire
Department and Board of Health concerns, and the Town Engineer
reviewed remaining drainage issues, pointing out that in lieu of
on-site stormwater detention, infiltration or downstream system
improvements should suffice. The Commission voted-3:0 to ap-
prove a motion of Mr.,Irwin, seconded by Ms. Shipes, to close the
Public Hearing. Then the Commission voted 3:0 to approve a mo-
tion of Mr. Irwin, seconded by Ms. Shipes, to recommend the Site
Plan to the Zoning Board of Appeals, subject to conditions
specified in a Notification to the Zoning Board of Appeals re-
corded with the Town Clerk on February 2, 1995.
ADJOURNMENT
At 10:26 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
