COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF FEBRUARY 6, 1995
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on
February 6, 1995. In attendance were Thomas Baillie, Chair;
Bryan Irwin, Commission Secretary; and Members Nancy Shipes,
Richard Howard, and Jonathan Barnes. Also present were Town
Planner Jonathan Edwards and Town Engineer Joseph Delaney. The
meeting was called to order at 7:43 PM.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of January 9, 1995 were
accepted.
PUBLIC MEETING--ZONING WARRANT ARTICLES
Mr. Baillie called to order a public meeting to discuss and
finalize prospective warrant articles concerning zoning amend-
ments for the 1995 Spring Town Meeting. Town Counsel, H Theodore
Cohen, was present for these discussions. He and Mr. Edwards
presented draft article language as follows:
Amend Sections 6.3.3.3. and 6.3.3.4. to restore rights of
nonconforming structures and structures on nonconform-
ing lots as existed before the decision of the Appeals
Court in the Goldhirsch vs. McNair case. The Commission
voted 5:0 to approve a motion of Mr. Howard, seconded
by Mr. Irwin, to request this article be placed on the
warrant.
Amend several 'sections to replace the S-10 residence dis-
trict with an S-15 residence district and tc adjust al-
lowed PRD-G densities accordingly, and to provide an
eight-year protection for ANR lots created after 1978
but remaining unbuilt. The Commission voted 5:0 to ap-
prove a motion of Ms. Shipes, seconded by Mr. Howard,
to request this article be placed on the warrant.
Amend Section 6.2. to respond to Fall 1994 Town Meeting's
instructional motion to present an article which would
ban neon signs. The Commission voted 5:0 to approve a
motion of Mr. Howard, seconded by Mr. Irwin, to request
this article be placed on the warrant.
Messrs. Michael Larkin and Fred Boni appeared and requested that
land on Harold Avenue and VanNorden Road owned or represented by
them be granted a PRD-G overlay zonig district. The Commission
voted 5:0 to approve a motion of Mr. Howard, seconded by Ms.
Shipes, to request that an article be placed on the warrant to
amend the zoning map to place a PRD-G zoning overlay district on
properties identified as Parcels 1 and 2 of Assessors Map 155.
Mr. Cohen agreed to prepare the final language of all these ar-
ticles for presentation to the Board of Selectmen for the Town
Meeting warrant.

PUBLIC HEARING--SITE PLAN REVIEW, MEADOWBROOK GOLF CLUB
Mr. Baillie called to order a Public Hearing to consider the Site
Plan for the Meadowbrook Golf Club. Mr. O. Bradley Latham, at-
torney for the applicant, presented the plans, which propose a
small addition to the existing clubhouse and the construction of
a small ancillary Pro Shop. Mr. Edwards presented staff comments
and reported that the Zoning Board of Appeals had granted the
variances requested to effectuate these plans. The Commission
voted 5:0 to approve a motion of Ms. Shipes, seconded by Mr. Ir-
win, to close the public hearing, and then the Commission voted
5:0 to approve a motion of Ms. Shipes, seconded'by Mr. Barnes, to
approve the site plan with conditions as specified in a Notifica-
tion to Town Clerk dated February 8, 1995.
ADJOURNMENT
At 10:14 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
