COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF FEBRUARY 27, 1995
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on
February 27, 1995. In attendance were Bryan Irwin, Commission
Secretary acting as Chair; and Members Nancy Shipes and Richard
Howard. Also present were Town Planner Jonathan Edwards and Town
Engineer Joseph Delaney. The meeting was called to order at 7:44
PM.
APPROVAL-NOT-REQUIRED SUBDIVISION PLANS & OTHER BUSINESS
Upon recommendation of the Engineering Division, the Commission
voted 3:0 to approve a motion of Ms. Shipes, seconded by Mr.
Howard, to reduce the bond amount held for the Ashley Place Ex-
tension subdivision to $86,500, $20,000 of which is specifically
for tree preservation.
The Commission voted 3:0 to approve a motion of Ms. Shipes,
seconded by Mr. Howard, to endorse a Plan of Land, dated February
3, 1995 for Lot 205 on Walnut Street, and the endorsement was
made.. Mr. Barnes joined the quorum.
The Commission voted 4:0 to approve a motion of Ms. Shipes,
seconded by Mr. Howard, to endorse a Plan of Land, dated December
20, 1994, for the Fienemann Property on Franklin Street, and the
endorsement was made.
The Commission reviewed the Warrant for the Spring Town Meeting
and briefly discussed the various Articles which would be the
subject of the Public Hearing to be held at the next meeting.
PUBLIC HEARING--PRELIMINARY PRD-G PLANS, 48, MILL STREET
Secretary Irwin called to order a Public Hearing to consider
Preliminary Plans for a proposed Planned Residential
Development--General at 48 Mill Street. Messrs. 0. Bradley
Latham, attorney, and Paul Finocchio, Engineer, presented these
plans. Messrs. Edwards and Delaney presented comments from
staff and other boards. Public comments concerned issues as to
whether the private lane should align with Short Street or be
moved to the southerly property line, traffic safety, and
sidewalks along Mill Street. The developer, Jack Rivers, stated
that he would be willing to donate a 10-foot strip along the
frontage to widen the Mill Street right-of-way. Ms. Nancy Eaton
suggested removal of the island at Mill and Short Streets. The
Commission` voted 4:0 to approve a motion of Mr. Howard, seconded
by Ms. Shipes, to close the public hearing, and then voted 4:0 to
approve a motion of Mr. Howard, seconded by Ms. Shipes, to ap-
prove these plans with conditions as set forth in a Notification
to Town Clerk dated February 28,'1995.

REVIEWS FOR COMPLIANCE--BEAR HILL AND PEARL STREET SCHOOL
The respective developers presented revised plans reflecting con-
ditions of approval or recommendation for the proposed Bear Hill
apartment and Longwood Place at Pearl Street School developments.
The Commission voted 4:0 to approve a motion of Mr. Howard.,
seconded by Ms. Shipes, that the Bear Hill plans dated February
23, 1995 are found satisfactory within the meaning of its Special
Permit of November 28, 1994. At this point, Ms. Shipes left the
quorum.
The Commission voted 3:0 to approve a motion by Mr. Howard,
seconded by Mr. Barnes, that the revised plans, dated February
22, 1995, for Longwood Place at Pearl Street School are found to
be acceptable to the Commission within the meaning of its Site
Plan decision of January 30, 1995, provided that drainage and
utility work is installed to the satisfaction of the Town En-
gineer, that the playfield is constructed to the satisfaction of
the Tree Warden, that the drainage basins are screened on their
northerly sides by shrubbery similar to those proposed between
the playfield and the street, and that prior to site grading the
developer shall adhere to the recommendations of the Tree Warden
regarding tree preservation.
ADJOURNMENT
At 10:35 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
