HomeMy WebLinkAbout1995-04-03 Community Planning and Development Commission MinutesRECEM7D MEADIHNG, 35 PH ' TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF APRIL 3, 1995 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on April 3, 1995. In attendance were Thomas Baillie, Chair; Bryan Irwin, Commission Secretary; and Members Richard Howard, and Jonathan Barnes. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to or- der at 7:39 PM. APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of March 20, 1995 were accepted. DISCUSSION ITEMS The Commission voted 4:0 to approve a motion of Mr. Howard, seconded by Mr. Irwin, to recommend to Town Meeting Article 8 of the Spring 1995 Town Meeting Warrant. Mr. Baillie opened discussions as to prospective revisions to the Rules and Regulations Governing the Subdivision of Land. Major issue topics included: -design standards: Mr. Delaney recommended thicker pavement topcoating requirements, standards for detention basins and infiltration systems, and standards for drainage calculations. -submission requirements: locus plans at 111=100' scale show- ing adjoining properties within 1500 feet with deed and recorded plan references, showing existing structures with distances to property lines, requirement of Con- servation delineation or determination of no ap- plicability. -requiring a Conservation Certificate of Compliance as to prerequisite to bond releases and street acceptance. -policy statement as to waivers and compensatory contribu- tion of commensurate funds or improvements. -retaining walls to be of stone or stone facing -curb-cut standards -underground utilities, dust and noise controls required -tree preservation policy as incorporated standards -flow-chart of the review and inspections process -policy in favor of through-streets -definition of adjoining developable lands The Commission instructed Messrs. PUBLIC HEARING--DEFINITIVE SUBDIVISION PLANS: BEACON CIRCLE ~3 Mr. Baillie called to order a Public Hearing to consider Defini- tive Plans for the proposed Beacon Circle subdivision. Mr. O. Bradley Latham, attorney for the applicant, presented the plans together with a request for waivers to a 40-foot right-of-way width and to a 25-foot utility easement width. Engineer David Dwyer presented plan revisions showing reduction of cul-de-sac slope to 3 to 7 percent. Messrs. Edwards and Delaney presented staff comments. Major issues raised by Commission members and the public included water runoff, point-source drainage discharge into abutting property, blasting, restoration of the driveway over the proposed sewer line. At this point Mr. Howard left the quorum. After having obtained a signed agreement by the ap- plicant to a time extension of May 24, 1995, the Commission voted 3:0 to approve a motion by Mr. Barnes, seconded by Mr. Irwin, to continue the public hearing to 7:45 PM on May 22, 1995.
