COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF MAY 8, 1995
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on May
8, 1995. In attendance were Thomas Baillie, Chair; Bryan Irwin,
Commission Secretary; and Members Nancy Shipes, Richard Howard,
and Jonathan Barnes. Also present were Town Planner Jonathan Ed-
wards and Town Engineer Joseph Delaney. The meeting was called
to order at 7:32 PM.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of March 27 and April 3,
1995 were accepted.
SOUTH STREET TREE-TRIMMING PLAN
Mr. Delaney informed the Commission that after inspecting the
street-improvement area and reviewing pole and wire relocation
with the utility companies, on South Street the proposed tree-
trimming would involve no cutting of tree limbs of more than four
inches in diameter, with the Tree Warden nevertheless being
present at all times when such work is to be done and only at
whose written approval any unexpected trimming of larger limbs
could be done. Mr. Delaney asked if this approach would be ac-
ceptable to the Commission in lieu of a more traditional and
specific tree-trimming plan. Ms. Shipes and Mr. Howard expressed
concern that this has been a sensitive matter and that the Com-
mission had entered into a moral commitment with the residents
that no decision would be made without providing them opportunity
for input. The Commission agreed that this matter be placed on
the agenda for the June 5th meeting, at 7:45 PM, and instructed
Mr. Edwards to notify the abutters to the street.
PUBLIC HEARING: ANSON LANE DEFINITIVE SUBDIVISION PLANS
Mr. Baillie called to order a Public Hearing to consider Defini-
tive Plans for the proposed Anson Lane subdivision. Attorney
David McBride and Engineer Michael Rosati represented the ap-
plicant and presented the plans and a request for several waivers
as were identified in the preliminary plans. Messrs. Edwards and
Delaney presented staff comments. Public concerns centered on
the safety effects of the proposed intersection with Forest and
Wadsworth Streets, drainage, impacts on an immediate abutter, and
the proposed walkway to Ashley Place. The Commission voted 5:0
to approve a motion of Mr. Howard, seconded by Mr. Barnes, to
close the public hearing and to schedule a decision for the
agenda of the meeting of Tune-- 5th_.
PUBLIC HEARING: SITE PLAN REVIEW, GETTY OIL, 306 MAIN STREET

Mr. Baillie called to order a Public Hearing to review a Site
Plan for the Getty Oil station at 306 Main Street. Mr. R. J.
Snyder represented the applicant and presented the plans. Mr.
Edwards presented staff comments. Discussion focussed on the
lack of handicap-service-available signs, canopy sign or keeping
the free-standing sign, canopy size and shape, canopy color, in-
sufficiency of landscaping, plan contradictions regarding
drainage, lighting intensity and shielding, and the need to
reface the existing booth. After Messrs. Snyder and Baillie ex-
ecuted an agreement extending the decision time to June 20th, the
Commission voted 5:0 to approve a motion of Mr. Howard, seconded
by Ms. Shipes, to continue the public hearing to 9:00 PM on June
19, 1995.
ADJOURNMENT
At 10:42 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
