T 0 CLERKS N 3 ~ 35 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF JUNE 5, 1995 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on June 5, 1995. In attendance were Bryan Irwin, Commission Secretary acting as Chair; and Members Nancy Shipes, Richard Howard, and Jonathan Barnes. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to or- der at 7:39 PM. APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meeting of May 8 and 22, 1995 were accepted. SOUTH STREET SCENIC ROAD--TREE-TRIMMING Mr. Delaney presented a proposal that poles, wires, and other above-ground utility appurtenances be located in such a way as to utilize existing gaps in the tree crowns, so that it would be ex- pected that no limbs of 4-inch diameter or larger would need to be trimmed, that the Tree Warden continuously monitor the work, and that if any such trimming were found unavoidable it would first require his concurrence in writing. Mr. Frank Hadley of the Reading Municipal Light Department and Mr. Bud Dickey, Tree Warden, concurred with the proposal. Mr. Walter Begonis, a resi- dent of the street, asked if other issues related to the street work could be re-examined, and after the Chair stated that the discussion was limited to only this one outstanding aspect of the Scenic Roads decision previously made by the Commission, stated that the proposal seemed realistic. The Commission voted 4:0 to approve a motion, made by Mr. Howard and seconded by Ms. Shipes, to accept the proposal as specified in a Notification to Town Clerk dated June 6, 1995. DECISION ON DEFINITIVE SUBDIVISION PLANS--ANSON LANE After Ms. Shipes left the quorum, Mr. Baillie opened discussions toward reaching a decision relative to the Definitive Subdivision Plans for Anson Lane, the public hearing for which had been closed at a previous meeting. After considerable discussion, prominent during which were issues relative to the pavement width and a protective fence on abutting property, the Commission voted 3:0 to approve a motion of Mr. Howard, seconded by Mr. Barnes, to approve these Definitive Subdivision Plans with conditions as specified in a Notification to Town Clerk dated June 6, 1995.
