HomeMy WebLinkAbout1995-09-18 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF SEPTEMBER 18, 1995 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on Sep- tember 18, 1995. In attendance were Bryan Irwin, Chair; and Memebers Jonathan Barnes and Richard Howard. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order at 7:39 PM. APPROVAL OF PREVIOUS MINUTES The minutes of the Commission's meetings of July 31 and August 21, 1995 were accepted and those of August 28, 1995 were amended and accepted. At this point, Nancy Shipes joined the quorum. CONTINUED PUBLIC HEARING--DEFINITIVE SUBDIVISION PLANS: DOMAL ESTATES Mr. Irwin called to order a continued public hearing to consider definitive plans for the proposed Domal Estates Subdivision and 872-882 Main Street. Mr. Joseph Veno, Safety Officer of the Reading Police Department, reported that his research as re- quested by the Commission revealed no recorded accidents in the 800 to 1100 section of Main Street from 1992 to the present. While some neighbors related accidents that they were personally aware of, Mr. Veno stated that his only information was through records of reported accidents. Ms. Jennifer Conley, traffic con- sultant for the applicant, stated that she had reexamined the sight distances and found them to meet the Subdivision Regula- tions and accepted professional standards. Mr. Delaney agreed. The Commission voted 4:0 to approve a motion of Mr. Howard, seconded by Mr. Barnes to close the public hearing. Then the Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Ms. Shipes, to approve these definitive plans according to a Notification to Town Clerk dated September 19, 1995. EXTENSION OF COMPLETION DATE--CARRIAGE ESTATES II SUBDIVISION Mr. Mark Favaloro, attorney for the developer, requested an ex- tension of the completion date by one additional year for the Carriage Estates II subdivision, as the current expiration date was about to approach. Mr. Edwards submitted a draft Extension Policy outlining procedures customarily used by the Commission in such matters, but as there are yet no homeowners in residence in the subdivision, most aspects thereof did not apply. Despite the appeal of Jack Rivers, representing an adjoining landowner who had submitted a preliminary subdivision plan on that land, for an extension of only six months, the Commission voted 4:0 to approve a motion of Mr. Howard, seconded by Ms. Shipes, to extend the date for completion of this subdivision to August 31, 1996. ZONING WARRANT ARTICLES The Commission entered into a discussion about prospective zoning articles for the 1995 Fall Town Meeting. Town Counsel.not yet having prepared requested language on several of the articles, and there being present several in attendance, including the original suggestor of the article and several ham-radio operators, concerned with the prospective article on antennae and transmission towers, that article was the focus of discussion. Issues centered around safety aspects including security and height to setback ratio, distinction between private and commer- cial, structural towers versus non-structural (not defined as structures in the State Building Code) antennae, and distinction between satellite dishes and other kinds of receptors. The Com- mission requested Mr. Edwards to revise for the October 2nd meet- ing, the draft language, making a greater distinction between the requirements for commercial and for private, without annual reports or Special Permit requirement for private, and to review the setback requirements. The Commission also decided to use last year's proposed affor- dable housing definition language if Town Counsel does not devise other language,. and to request that Town Counsel be present with proposed article language, particularly for PUD streamlining, at the October 2nd meeting, for which the agenda would be devoted entirely to these prospective zoning articles. ADJOURNMENT At 10:27 PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
