COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF OCTOBER 2, 1995
A meeting of the Community Planning and Development Commission of
the Town of Reading was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street in Reading, Massachusetts on Oc-
tober 2, 1995. In attendance were Bryan Irwin, Chair; and Mem-
bers Jonathan Barnes and Richard Howard. Also present were Town
Planner Jonathan Edwards and Town Counsel H. Theodore Cohen. The
meeting was called to order at 7:39 PM.
APPROVAL-NOT-REQUIRED AND OTHER SUBDIVISION MATTERS
Upon recommendation received from the Town Engineer, the Commis-
sion voted 3:0 to approve motions by Mr. Howard, seconded by Mr.
Barnes, as follows:
-to endorse the Subdivision Plan of Land for Back Bay Court PRD-G
dated March 17, 1995;
-to endorse a Definitive Subdivision plan for Strawberry Hill
Lane dated September 19, 1995, provided that Town Counsel
find it acceptable to leave one lot, containing the existing
house, out of the Covenant Agreement;
-to approve a Plan of Land of Fodera, at Franklin and Haverhill
Streets, dated September 20, 1995.
ZONING WARRANT ARTICLES
Mr. Irwin opened a discussion about prospective zoning amendment
articles for inclusion on the warrant of the Fall 1995 Town Meet-
ing. The Commission discussed, with Town Counsel and with the
public in attendance, the following articles:
A. to clarify exclusion of product brand identifications from
permanent window signs (Section 6.2.3.2.(d)2.)
B. to state that property owner is responsible for zoning com-
pliance (proposed 7.2.1.1.; Town Counsel advises adding to
7..1.)
C. several amendments to clarify affordable housing
standards--Town Counsel advised holding off this article to
a later Town Meeting as its passage this fall could call
into question the validity of projects recently approved but
which have not yet received building permits.
D to set forth standards relative to communications
structures--the Commission decided to delete clauses for
private structures relative to the extent of horizontal ap-
purtenant devises and to the spread of toppled wreckage.
E. to appropriate bond funds to complete the Roma Lane subdivi-
sion and particularly, to repair damage to adjacent Town
properties
F -alternative -streamlined Planned Unit Development permitting
process
G. to amend the zoning map to place a PRD-G overlay zoning dis-
trict on property at 19 Harold Avenue.

During the discussion, Ms. Shipes joined the quorum. The Commis-
sion agreed to visit the Roma Lane and Town Forest site at 10:00
AM on October 21st. The Commission voted 4:0 to approve a motion
by Mr. Howard, seconded by Ms. Shipes, to request the Board of
Selectmen to place all of the above articles except C on the War-
rant for the Subsequent 1995 Town Meeting according to language
to be finalized by the Town Planner and Town Counsel in accord
with the direction established at this meeting by the Commission.
ADJOURNMENT
The Commission voted, upon recommendation of the Town Enginer, to
approve motions by Ms. Shipes, seconded by Mr. Barnes, to reduce
the subdivision bond amount for Parsons Lane from $80,000 to
$37,500 and to reduce the subdivision bond amount for Varney
Circle from $14,000 to $4,350 of which $2,350 is still to be held
for Conservation purposes.
At 10:44 PM a motion was made and seconded to adjourn and the
Commission voted unanimously to do so.
