HomeMy WebLinkAbout1996-04-01 Community Planning and Development Commission MinutesRC` CL~ tip M{ TOWN OFD RI COMMUNITY,PLANNING AND DEVELOPMENT COMMISSION MINUTES OF APRIL 1, 1996 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on April 1, 1996. .In attendance were Bryan Irwin, Chair; and Mem- bers Thomas Baillie, Jonathan Barnes, and Susan DeMatteo. Also present was Town Planner Jonathan Edwards. The meeting was called to order at 7:39 PM.~ The Commission welcomed its newest member, Susan DeMatteo. APPROVAL-NOT-REQUIRED SUBDIVISION PLANS The Commission voted 4:0 to approve a motion of Mr. Baillie, seconded by Mr. Barnes, to endorse a plan of land dated March 29, 1996 at 19/20 Harold Avenue, and then did so endorse this plan. LOT RELEASE Upon request of Mr. Robert Keegan, developer of Back Bay Court, the Commission voted 4:0 to approve a motion of Mr. Baille, seconded by Ms. DeMatteo (in her first official act), to endorse a Lot Release of Lot 2 Back Bay Court, and then did so endorse this release. CONTINUED PUBLIC HEARING: 48 MILL STREET PRD-G Mr. Irwin called to order a continued public hearing to consider Final Planned Residential Development--General Plans for 48 Mill Street. Mr. 0. Bradley Latham, attorney for the applicant, stated that because the proposal is not finished with review by the Conservation Commission, the applicant desired that the public hearing be continued, and with Mr. Irwin he executed an extension agreement through May 15, 1996. He also presented revised Residents Association Agreement documents reflecting Con- servation issues. The Commission voted 4:0 to approve a motion by Mr. Barnes, seconded by Mr. Baillie, to continue the public hearing to 8:00 PM on May 6, 1996. Ms. Nancy Eaton, Chair of the Conservation Commission gave CPDC an update on the current status of the Conservation Commission's review of this PRD-G and the nearby Marion Road subdivision. CONTINUED PUBLIC HEARING: DEFINITIVE SUBDIVISION PLANS-- MARION ROAD Mr. Irwin callled to order a continued public hearing to consider Definitive Plans for the proposed Marion Road subdivision. Mr. Edwards presented a letter from the developer, Kenneth DiRaffael, requesting and agreeing to a continuation through July 1, 1996 due to as yet unresolved issues about these plans with the Con- servation Commission. The Commission voted 4:0 to approve a mo- tion of Mr. Baillie, seconded by Mr. Barnes, agreeing to this continuation request, and continuing the public hearing to 8:00 PM on June 10, 1996. 1 ADJOURNMENT At 9:05 PM a motion was made and seconded to adjourn and the Com- mission voted unanimously to do so.
