COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF JUNE 10, 1996
A meeting of the Community Planning and Development Commission of the Town of Reading
was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading,
Massachusetts on June 10, 1996. In attendance were Bryan Irwin, Chair; and Members Thomas
Baillie, Jonathan Barnes, Susan DeMatteo, and Richard Howard. Also present were Town
Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order
at 7:3 9 PM.
APPROVAL-NOT-REQUIRED SUBDIVISION PLANS
ANR Topographic Plan of Land, 6/7/96, Lots 54 & 55 Grandview Road, a private way:
Discussion was held as to the adequacy of access and frontage to the property. The Commission
voted 5:0 to approve a motion by Mr. Baillie, seconded by Mr. Howard, to table to 7:40PM on
6/24 and abutters with properties having contact with proposed paved way to be notified.
The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Mr. Barnes, to
endorse the Plan of Land on Haverhill Street, 5/14/96, as revised 6/6/96.
Bond Reduction, Varney Circle.
The Commission voted 5:0 to reduce the bond so that $1400, remains to ensure the survival
of street trees.
Bond Reduction, Parsons Lane.
The Commission voted 5:0 to reduce the bond from $37,500. to $20,200 per the Engineering
Department recommendation.
Marion Road.
The Commision voted 5:0 to continue the Public Hearing to August 19, 1996 at 8:OOPM.
80 Main Street, PRD-G Preliminary.
Rich Williams, Engineer, presented drainage calculations and a revised layout plan. Mr. Irwin
read the letter from David O'Sullivan of the Historical Commission. Discussion by CPDC
continued with the following concerns: gravel parking, turning circle closed to abutters, more
density than proposed to Town Meeting, and the road should be paved as far north as possible.
Nancy Eaton, Chairperson for the Conservation Commission, stated that Joe Delaney stated that
the flow test should be done on Main Street before any determination that looping the water line
may not be necessary. The Commission voted 5:0 to approve a motion made by Mr. Howard,
seconded by Ms. DeMatteo, to close the Public Hearing. The Commission voted 5:0 to approve a
motion made by Mr. Irwin, seconded by Mr. Howard, with conditions.
At 10:16PM, a motion was made and seconded to adjourn and the Commission voted
unanimously to do so.
