MINUTES OF JUNE 24, 1996
A meeting of the Community Planning and Development Commission of the Town of Reading
was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading,
Massachusetts on June 24, 1996. In attendance were Bryan Irwin, Chair; and Members Thomas
Baillie, and Susan DeMatteo. Also present was Town Planner Jonathan Edwards. The meeting
was called to order at 7:37PM.
APPROVAL-NOT-REQUIRED SUBDIVISION PLANS
ANR Plan on Grandview Road, 6/7/96 rev. 6/14/96 for Lots 54 & 55. Joe Delaney presented his
comments. The Commission voted 3:0 to approve a motion by Mr. Baillie, seconded by Ms.
DeMatteo, to endorse with conditions contained the the Town Engineer's memo of 6/24/96.
48 Mill Street: Attorney 0. Bradley Latham asked for and signed extension agreement. The
Commission voted 3:0 to approve a motion by Mr. Baillie, seconded by Ms. DeMatteo, to
continue the Public Hearing to 9:OOPM on 7/22/96.
Partridge Road/Batchelder Estates Bond Release. The Commission voted 4:0 to approve a
motion by Mr. Baillie, seconded by Ms. DeMatteo, to release the remaining $9500. in bond funds
based on advice of Town Counsel in his letter of 6/13/96.
ANR Plan (Spring Street). The Commission voted 3:0 to approve a motion by Mr. Baillie,
seconded by Ms. DeMatteo, to endorse a plan prepared for Effie Conary and Frances P. & Karen
I. Burke dated 6/6/96.
ANR Plans- The Commission voted 4:0 to approve a motion by Mr. Baillie, seconded by Ms.
DeMatteo, to endorse the following: 872-874 Main Street 5/1/96, 882-884 Main Street 5/1/96,
and 39 Beacon Street 5/1/96.
Concord Oil Co., 749 Main Street. Brad Latham and Mark Smith presented the schematic plans.
Mr. Baillie and Ms. DeMatteo directed Jonathan Edwards to write to ZBA recommending to
look favorably on setbacks (front and rear) variances for the proposed canopy and that CPDC
endorses the concept shown subject to review and possible modification of details through full site
plan review. There is a sense that CPDC is favorable to waiving full traffic study but still wishes
full analysis of site distances. Vote 3:0.
Reading Coop. - Brad Latham asked for a waiver of traffic study relative to eventual Site Plan
Review. There is a sense that CPDC is favorable to waiving a full traffic study relative to
Site Plan Review.
Parsons Lane Bond Reduction. The Commission voted 3:0 to approve a motion by Mr. Baillie,
seconded by Ms. Delvlatteo, to release from $20,200 by $11,600 to a balance of $8.600.
ADJOURNMENT
At 9:50PM a motion was made and seconded to adjourn and the Commission voted unanimously
to do so.
