HomeMy WebLinkAbout1996-09-09 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMM,IOT m MINUTES OF SEPTEMBER 9, 1996 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Auditorium of the Reading Memorial High School, 42 Oakland Road, in Reading, Massachusetts on September 9, 1996. In attendance were Bryan Irwin, Chair; and Members Jonathan Barnes, Susan DeMatteo, and Michael Flammia. Also present were Town Planner Jonathan Edwards and Town Counsel H. Theodore Cohen. The meeting was called to order at 7:04 PM. CHANGES TO MOTIONS TO BE PRESENTED TO TOWN MEETING Mr. Cohen discussed with the Commission changes he recommended to be made to the motions to be presented under Articles 6 and 9, Adult Use zoning by-law amendments, to the Special Town Meeting to be held at 7:30 PM on September 9, 1996. These changes were advised by the Attorney General's staff when Mr. Cohen had presented the prospective motions to them the previous week. These changes to the Article 6 motion involved adding the phrase "of this Section 4.3.4." at the end of section 4.3.4.4.1.; adding a new Section 4.3.4.4.3. which reads "The provisions of this Section 4.3.4.4. shall only apply to Adult Uses as defined in this Section 4.3.4. which are also defined in Section 9A of Chapter 40A of the General Laws"; and to add to the motion under Article 9 the phrase "which are also listed in Section 6 of Chapter 40A and defined in Section 9A of Chapter 40A of the General Laws," between the words "...as defined in Section 4.3.4. hereof' and the words "all of which uses..." The Commission voted 4:0 to approve a motion by Mr. Flammia, seconded by Ms. DeMatteo, to accept the above changes as presented by Town Counsel and to so revise the motions under these Articles to be presented to Town Meeting. The Commission then discussed Article 10, to which some objection had been raised as being superfluous to the zoning enforcement powers already inherent with the Building Inspector. The Commission voted 4:0 to approve a motion by Mr. Flammia, seconded by Ms. DeMatteo, that CPDC move before Town Meeting to table Article 10. ADJOURNMENT At 7:23 PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
