MINUTES OF SEPTEMBER 16, 1996
A meeting of the Community Planning and Development Commission of the Town of Reading
was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading,
Massachusetts on September 16, 1996. In attendance were Bryan Irwin, Chair; and Members
Jonathan Barnes, Susan DeMatteo, Michael Flammia, and Richard Howard. Also present were
Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to
order at 7:34PM.
ANR PLAN
The Commission voted 5:0 to approve a motion of Mr. Howard, seconded by Ms. DeMatteo, to
endorse a Plan of Land on Blueberry Lane dated August 13, 1996 and did so endorse.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of June 3, July 8, July 22, August 12, 1996 were
amended and accepted. The minutes of Commission's meeting of June 10 and July 15 were
accepted.
ELECTION OF OFFICERS
The Commission voted 5:0 to approve a motion of Mr. Howard, seconded by Mr. Flammia, to
elect Ms. DeMatteo as Chair of the Commission for a term to expire June 30, 1997.
The Commission voted 5:0 to approve a motion of Mr. Howard, seconded by Ms. DeMatteo, to
elect Mr. Flammia as Commission Secretary for a term to expire June 30, 1997.
DISCUSSION ABOUT PROSPECTIVE ZONING WARRANT ARTICLES
The Commission discussed prospective zoning articles for the warrant for the 1996 Fall Town
Meeting. These included Article A - Earth Removal and Filling, Article B - Commercial
Communications Structures, Article C - Affordable Housing Redefinitions, Article D - Home
Occupation Redefinition, Article E - Commercial Vehicles, Article F - PRD Zoning Overlay
District on Howard Street, and Article G - Rezoning from S-15 to Business A Land in the middle
of the block, bounded by Main, Avon, and Ash Streets.
The Commission voted 5:0 to approve each of the following motions:
• Motion by Mr. Howard, seconded by Mr. Barnes, to recommend to the Board of Selectmen
that Article A, as amended, be included on the Warrant for the 1996 Subsequent Town
Meeting;
• Motion by Mr. Irwin, seconded by Mr. Howard, to recommend to the Board of Selectmen
that Article B, as amended, be included on the Warrant for the 1996 Subsequent Town
Meeting;
• Motion by Mr. Irwin, seconded by Mr. Howard, to recommend to the Board of Selectmen
that Article C, as amended, be included on the Warrant for the 1996 Subsequent Town
_ Meeting;
• Motion by Mr. Irwin, seconded by Mr. Howard, to recommend to the Board of Selectmen
that Article D, as amended, be included on the Warrant for the 1996 Subsequent Town
Meeting;
• Motion by Mr. Irwin, seconded by Mr. Howard, to table Article E;
• Motion by Mr. Irwin, seconded by Mr. Howard, to recommend to the Board of Selectmen
that Article F be included on the Warrant for the 1996 Subsequent Town Meeting;
• Motion by Mr. Howard, seconded by Mr. Barnes, to recommend to the Board of Selectmen
that Article G be included on the Warrant for the 1996 Subsequent Town Meeting.
The Commission agreed that the Public Hearing for these Articles will be held on October 7, 1996
at 8:OOPM.
ADJOURNMENT
At 10:45PK a motion was made and seconded to adjourn and the Commission voted
unanimously to do so.
