HomeMy WebLinkAbout1996-10-07 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSI6N MINUTES OF OCTOBER 7, 1996 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on October 7, 1996. In attendance were Susan DeMatteo, Chair; and Members Bryan Irwin, Michael Flammia, and Richard Howard. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order at 7:39PM. BOND RELEASE REQUEST The Commission voted 4:0 to approve a motion by Mr. Irwin, seconded by Mr. Howard, to release all remaining bond funds being held for Autumn Lane subdivision based on Town Engineer's recommendation. DOWNTOWN STREETSCAPE The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Irwin, that CPDC recommended passage of Article 11 to Town Meeting. This article is necessary for the Town to expend funds to accomplish the streetscape project which will be reimbursed from Federal and State funds. Mr. Howard and Mr. Flammia volunteered to be CPDC representatives on Streetscape Consultant Selection Committee. PUBLIC HEARING - ZONING WARRANT ARTICLES FOR FALL, 1996 TOWN MEETING Article 18 - Commercial Communications Structures The Commission voted 4:0 to approve a motion by Mr. Irwin, seconded by Mr. Howard, to continue the Public Hearing on Article 18 to 7:45PM on October 21, 1996. Article 19 - Affordable Housing Definitions Don Allen, Reading Housing Authority, proposed amendments to clarify applicability to family household. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Irwin to recommend Article 19 to Town Meeting with changes proposed by the Housing Authority. Article 20 - Home Occupation Definition The Commission voted 3:1 (Mr. Irwin opposed) to approve a motion by Mr. Howard, seconded by Mr. Irwin, to recommend to Town Meeting the passage of Article 20 with the word "and" added between "dwelling" and "that" and the article end at the words... "conduct business." Article 21 - PRD-G Overlay District, 139 Howard Street CPDC members explained PRD-G and zoning process; neighbors' concerns focussed on lack of plan detail, comparison with subdivision form of development, screening and tree preservation, drainage, groundwater, flooding, condos, school overcrowding, and potential for plan changes. The Commission voted 3:1 (Mr. Flammia opposed) to approve a motion by Mr. Howard, seconded by Mr. Irwin, to recommend Article 21 to Town Meeting. Mr. Edwards was excused from discussion on this Article. Article 22 - Rezoning 5-15 to Business-A at and behind 315 Main Street Neighbors cited water problems in the area, as well as objecting to zoning expansion; wetlands on site, not yet delineated. Nalin Mistry proposes to table article and give him time to try to deal i with issues. The Commission voted 4:0 to approve a motion by W. Howard, seconded by Mr. Irwin, to table Article 22. The Commission voted 4:0 to approve a motion by Mr. Irwin, seconded by Mr. Howard, to close Public Hearing except for Article 18. 159 ASH STREET The Commission voted 4:0 on a motion by Mr. Howard, seconded W. Irwin, to grant waiver from Site Plan Review for 159 Ash Street with the following conditions: 1. That the front of the property be landscaped in a manner acceptable to the Tree Warden and Town Planner 2. That the building is not increased in size 3. That this waiver would apply only to uses in the Business and Service Use Category 4. That the Board of Health requirements be complied with ADJOURNMENT At 11:53PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
