COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF NOVEMBER 4, 1996
A meeting of the Community Planning and Development Commission of the Town of Reading
was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading,
Massachusetts on November 4, 1996. In attendance were Susan DeMatteo, Chair; Michael
Flammia, Commission Secretary, and Member Bryan Irwin. Also present were Town Planner
Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order at
8:OOPM.
BOND REDUCTION REQUESTS: Lynn Village Way
A request for $2,982 which was held by CPDC relative to Conservation-related matters and
which Conservation has recommended could be released. Four subdivision residents have
requested CPDC attention to unfinished or improperly performed work. The Commission voted
3:0 to approve a motion by Mr. Irwin, seconded by Mr. Flammia, to reduce the bond amount by
$2,982 and CPDC requests that the developer respond in writing to all points raised in letters
from Ames 11/01/96, O'Doherty 10/31/96, and Boucher 11/01/96.
LOT RELEASE: Family Circle
The Commission voted 3:0 to approve a motion by Mr. Irwin, seconded by Mr. Flammia, to
release lots 1-4 on 5/12/90 plan of land for Family Circle.
Member Jonathan Barnes joined the quorum.
PUBLIC HEARING - FINAL PRD-G PLANS, Leaning Elm Farm, 89 Main Street
Richard Williams, engineer, presented plans. Existing vegetation between site drive and South
Street properties will be retained and arbor-vitaes will also be planted. Mr. Irwin read a letter
from Laura Ivas and other neighbors, Folsum and Gillis. Mr. Edwards and Mr. Delaney gave staff
comments.
The concerns that CPDC had were that the parking in front of some garages could block access
to other units and could interfere with emergency vehicles. Mr. Devaney, developer, stated that
he does not see a need for a fence along the southerly property line. Mr. John O'Keefe was
concerned with drainage, stating that yards and cellars to the north have flooded. There should be
a screen or fence to shield northerly abutters. Mr. Mike Donahue stated that the drainage piping
to the northwest of the site is inadequate already to drain the area. Mr. John Drinkwater stated
that the construction hours should be limited. Ms. Ann Moberger is concerned about blasting;
and wants an eight -foot fence. Ms. Jean Clark agrees that a fence is needed and objects to a
dumpster. Ms. Virginia Adams, member of the Historical Commission, would like the Historical
Commission be given a chance to review any exterior changes to the old house.
The Commission voted 4:0 to approve a motion by Mr. Irwin, seconded by Mr. Flammia, to
Mr. Irwin left the quorum.
CPDC decided to hold a Site Visit at LOOPM on Saturday, November 23, 1996, and asked Mr.
Edwards to schedule, post, and notify abutters and CPDC members.
The Commission voted 3:0 to approve a motion by Mr. Barnes, seconded by Mr. Flammia, to
endorse Old Mill Village Definitive PRD Plans dated July 3, 1996 et.seq.
ADJOURNMENT
At 10:10PM, a motion was made and seconded to adjourn and the Commission voted
unanimously to do so.
