HomeMy WebLinkAbout2002-01-16 Conservation Commission MinutesMinutes - Conservation Commission, January 16, 2002 1 Minutes Reading Conservation Commission Meeting Selectmen's Meeting Room, 7:00 PM Wednesday, January 16, 2002 Present: Larry Goulet, Doug Greene, Will Finch, Pat Lloyd, Commissioners; Fran Fink, Administrator 7:00 p.m. - 406 Haverhill St. Reviewed Fran's memo. Pat Lloyd moved and Larry Goulet seconded approval of Certificate of Compliance subject to applicant producing Mylar plan and clarifying benchmark. Voted 4-0 in favor. Pat Lloyd moved and Larry Goulet seconded releasing bond in amount of $8,500. Voted 4-0 in favor. 7:15 p.m. - 268 Franklin Street, Fanta Lane Subdivision, Order of Conditions, DEP 270-333, RGB 2000-8 Pat Lloyd moved and Doug Greene seconded requiring additional $3,150 bond for loaming and seeding. Voted 4-0 in favor. 7:20 - Lot 3, 25 Cory Lane, DEP 270-280, RGB 1995-34 and DEP 270-319, RGB 1999- 15 As-built plan and request for Certificate of Compliance, CR Lucio Perrina Commission already voted. Just had to sign paperwork. 7:25 - 2 and 6 Franklin Street Pat Lloyd moved and Doug Greene seconded authorizing Fran to sign off on certificate of occupancy. 4 7:30 - 40-42 West Street, Spence Farm, Notice of Intent to Sell pursuant to Chapter 61A Development requires rezoning, and CPDC recommended town purchase and develop rental apartment units. Fran will draft a memo and will put it in the packet for next time. 7:40 - Sunset Rock Lane Subdivision, DEP 270-295, RGB 1997-26, As-built site plans and request for Certificate of Compliance Bruce Bridges, lot 4, and Billy Welch, lot 5, discussed their concerns. (Mark Favoloro is Mr. Welch's lawyer.) Discussed site visit reports, present conditions, and additional information needed. Pat Lloyd moved and Doug Greene seconded denying certificate of compliance and bond release and instructing Fran Fink to draft a letter with reasons for the denial to Peter DeGennaro. Voted 4-0 in favor. Fran Fink will talk.to town engineer and building inspector. Mr. Bridges and Mr. Welch will haveCR language emailed to them by Fran Fink so they can work on getting CR accomplished. Minutes - Conservation Commission, January 16, 2002 2 Route 1-93, Gulf Oil, DEP 270-246, RGB 1992-21 - Monitoring Report from BSC No action tonight. Report to be reviewed. Conservation Restrictions - Commission policy on review of proposals Fran Fink discussed her meeting with Assessors. Commission will vote on policy at next meeting. Bike Path Committee - Request for Commission representation on committee Larry Goulet volunteered. . Pat Lloyd moved and Doug Greene seconded appointing Larry Goulet to committee.. Voted 4-0 in favor. Minutes - Approval - September 12, October 24, November 7 and 28, December 5 and 19, 2001. Pat Lloyd moved and Doug Greene seconded accepting the meetings as amended at meeting. Voted 4-0 in favor. 13 Track Road minor project. Pat Lloyd moved to approve minor project, and Doug Greene seconded. Voted 4-0 in favor. 33 Line Road - Emergency Certification Had a fire inside house. Outside of structure stable. Emergency certification necessary to move temporary house trailer on to site. Will file notice of intent for demolition and reconstruction of house. Fran Fink told them about new Riverfront regs. Pat Lloyd moved and Doug Greene seconded approving emergency certification. Voted 4-0 to approve. 912 Main Street - Drainage maintenance Town wants to clear ditch. Ditch is not in easement. Owner will possibly allow ditch cleaning. Fran handed out documents for next hearing. 8:40 Eric's Greenhouse Reviewed and amended draft Enforcement Order. Pat Lloyd moved to approve and issue draft enforcement order as amended and to issue fine of $100. Larry Goulet seconded. Voted 4-0 in favor. 9 p.m. Pat Lloyd moved to adjourn and Doug Greene seconded. Voted 4-0 in favor.
