Reading Conservation Commission Meeting

Wednesday, January 23, 2002
Present: Larry Goulet, Doug Greene, Will Finch, Pat Lloyd, Thad Berry, Commissioners;
Fran Fink, Administrator.
7:00 Old/New Business
Mr. Goulet would like to express his appreciation for Fran Fink's work on the Eric's
Greenhouse memo and her other thorough and helpful work for the commission.
Spence Farm, Chapter 61A notice
Discussed Fran's draft of memo dated January 24, 2002.
Pat Lloyd moved and Thad Berry seconded approving Fran's memo. Voted 5-0-0 in favor.
Conservation Restriction Guidelines
Thad Berry moved and Pat Lloyd seconded approving CR Guidelines. Voted 5-0-0 in favor.
7:15 Public meeting, RGB 2002-01, Request for Determination of Applicability, 19
Sanborn Lane
Present: Neal Driscoll, owner and applicant
Discussed site visit and gave out copies of the report and draft attachment to
determination of applicability.
Fran Fink did not do a site visit. Did go out last spring. Stream was back from woods. 70
feet from stream to bottom of hill where work is proposed. Wetlands come out
undetermined distance. There are flags out there.
Thad Berry moved issue negative determination with conditions. Doug Greene seconded.
Voted 5-0-0 in favor.
7:25 Will Finch discussed having gone to look at various apartments by Archstone
Company to view various potential layouts for Spence Farm.
7:30 Continued Public Hearing, DEP 270-362, RGB 2001-28, Notice of Intent, 25 Sunset
Rock Lane
Present: Rosario Cartolano, owner and applicant
Pat Lloyd moved to continue hearing to 7:15 on Feb. 27, 2002, in this room with no further
notice to abutters. Thad Berry seconded. Voted 5-0-0 in favor.
Mr. Cartolano had question about certificate of compliance being issued with no as built.
Apparently partial certificate of compliance for this lot alone was issued. No
certificate was issued for entire project, so his issues could be addressed with
concerns for entire project.

7:45 • Continued Public Meeting, RGB 2001-34, Request for Determination of

Applicability, 335 Main Street
Thad Berry moved and Doug Greene seconded continuing hearing to Feb. 13 at 7:30 p.m. in
this room with no further notice to abutters. Voted 5-0 in favor.
8:00 Continued Public Hearing, DEP 270-365, RGB 2001-35, ANRAD, 468 West Street,
Bill Bergeron, Hayes Engineering, showed adjustments to plan for commission's request for
moving flags.
Bill Upham, 36 Enos Circle, discussed drainage problems in his yard. The Commission
responded that the ANRAD did not show proposed work and that drainage issues
would be addressed in future filings.
Thad Berry moved to close public hearing and Larry Goulet seconded. Voted 5-0-0 in
favor.
Applicant agreed to waive 21 day period to issue ORAD. Brad Latham signed waiver. The
Commission voted to close the public hearing, 5-0 in favor.
Draft ORAD will be voted on at next regularly scheduled meeting, February 18, 2002.
8:15 Continued Public Hearing, DEP 270-363, RGB 2001-29, Notice of Intent, Walkers
Brook Drive and Village Street
Procedure read; attendance circulated; commission introduced.
Mark Noguera from VHB presented revised restoration plan. Ed Shaw and Brad Latham
also present.
Fran Fink: Revised restoration design more than meets restoration requirements so a good
plan.
Applicant asked to close hearing and extend time for issuing decision.
Thad Berry asked them to come before us more than 30 days before starting work. He asked
them to come in at 100 percent design level to present what has transpired and to
inform Commission when they hire contractor. If they have more info sooner than 30
days, would be best.
Thad Berry moved to close public hearing, and Pat Lloyd seconded. Voted 5-0 in favor.
Brad Latham waived 21 days for decision.
Budget
Fran Fink Selectmen in midst of budget process.
Pat moved to take MACC seminar fees out of wetland filing fee fund. March 2. Thad Berry
seconded. Voted 5-0 in favor.
Pat Lloyd moved to appoint Dan Thibeault as associate conservation member, in the event
he wants to go to seminar while waiting for commission appointment. Doug Greene
seconded. Voted 5-0 in favor.

8:45 Continued Public Hearing, DEP 270-364, RGB 2001-33, ANRAD, Meadow Brook
` Golf Club, 292 Grove Street, and adjacent Town-owned land
Pat Lloyd moved to continue to Feb. 13, 2002, at 7:45 PM. Doug Greene seconded. Voted
5-0-0 in favor.
7 Intervale
Applicant wants to cut trees and put river in culvert. Needs to file for a permit
62 Sturges Road
While Fran was reviewing building permits , found application for house. Called owner and
said needed wetland permit. Already put foundation in. Came in before Christmas,
and he got foundation only permit. Fran Fink will do site visit and issue
enforcement order. Appears to meet setback requirements.
Sunset Rock Lane
Order of Conditions has expired. Needs Enforcement Order for completion of work. To be
drafted for next meeting.
Pat Lloyd moved and Thad Berry seconded denying Certificate of Compliance and bond
release. Voted 5-0 in favor.
