Meeting called to order at 7:08pm.
Town Projects
Joe Delaney, Town Engineer, wants to complete work for Certificates of Compliance and
wants to cut as-builts out for some. Needs to do site walks first. Maybe start this in the
beginning of April. Some sites are: sewers, Wood End Cemetery, Imagination Station,
some of these are on school property, so need to have school people with you, Simon's
Way, and the DPW.
On Walkers Brook Drive, the town needs to comply with manual for the project, EPA
storm water regulations. The town is covered under the EPA. Would like to have a
comprehensive approach.
7:30 Continued Public Meeting, RGB 2001-34,335 Main Street
A letter was sent to continue public meeting on February 27, 2002. Filed RDA, but is
becoming-more like an ANRAD. Someone will need to go and test some soils. Vote
was to continue the meeting to February 27 at 7:30 PM with no further notice to abutters.
Pat moved, Doug second, voted 6-0-0.
7:45 Continued Public Meeting, DEP 270-364, RGB 2001-33, Meadow Brook Golf
Club, 292 Grove Street, adjacent Town Land
Need to charge up to $1,000 for the country club and the same for the town. There is
more than 1,000 feet of wetland. Would like to continue on February 27 at 7:45pm with
no further notice to abutters. Pat moved, seconded by Thad, voted 6-0-0.
468 West Street, ANRAD
Brad Latham, attorney, and Bill Bergeron, engineer, present for applicant. Commission
reviewed draft Findings for ORAD. A site visit was done by Fran Fink.. Sheet 2 of site
plan didn't show wetlands, and she did not find any during visit. The applicant would
like to mention that the Vernal Pool is not certified. Commission discussed and
confirmed the boundary of vernal pool. Discussed flood plain boundary. Channel
between wetlands B and E, visited by Fran on February 13, 2002, does not go all the way
to B. We need $1,000 filing fee.under bylaws before ORAD is issued.

8:00 PM Public Hearing, RGB 2002-3, Notice of Intent, 1.15 Charles Street
Kerry McConnack, applicant, present. The McCormack's want to add an addition to the
house. The lawn was marked out and seen this past Sunday. Commission determined
that BVW boundary goes from Flag #1 to Flag #3, omitting Flag #2. The work is in the
buffer zone but outside the setbacks. A few things omitted from the plan which includes
the pathways and the patio. The patio will be at least the size of the existing porch. The
maximum dimension will be 14 feet by 18 feet. The penetration of water will not be
affected. The utilities would be coming and going from street, opposite end from
wetlands. They will removing 45 year old heater (above ground and outside pipes) and
putting oil burner in. The adjacent shed will be removed. The haz mat is of no value.
The empty spray paint cans would be disposed of and anything of use will be stored at
brother's house on Haverhill Street. Neighbors had first called about trees being cut
down, but there is enough of a canopy. They need to bring hay bale line up farther and
around the drip line so that oak tree roots aren't ruined by cement truck that will be
coming in. The 15" Maple tree will be removed. There is a white pine tree is question
that is right on the line. As of right now, we don't know if they are able to keep or not,
hay bales are needed to protect that as well.
Thad made a motion to close the hearing, Pat second. Voted 6-0-0.
Pat moved to issue an order of conditions, Doug seconded. Voted 6-0-0.
Fran Fink is going to mail a draft
8:25 Public Hearing, RGB 2002-4, 33 Line Road
William Bergeron attended to talk about the new house to replace the former house that
was burnt down. New foundation is to be laid down. New house will be in different
location from existing structure. The new house will be able to use the existing utilities
that are there. Right now, the family is living in trailer. There are two large trees on
corner, would like to save the trees. There are two sheds that are in poor condition, and
vehicles and tires are stored on land. Fran doesn't know of any hazardous materials, but
this should be checked. There is a small tree between house and shed, that we would like
to keep alive. It is a fairly flat site.
It seems to be a permittable project. Hay bales or orange fence would be able to protect
trees in corner. New driveway isn't covered by insurance, and that is the only item not
covered by insurance. The trailer would stay on site until the new house is ready.
Michael Levesque, applicant described location of sewer lines.
Richard O'Neill, attorney in Tewsbury, attorney for 198 Harvest Street, Dorothy Jones,
was present. Asked to whether a Building Permit had been issued and raised questions
about whether project meets zoning bylaw. He finds that this plan is premature. He read
some material stating that this was involuntary fire that happened in the house.
Requested a special permit under Zoning in order to rebuild the new house. A site
cleanup would be a good idea. Thinks two sheds may be partly on Jones land.
Will Finch stated that the Commission sometimes keeps hearing open until zoning
questions are resolved, but Commission does not have authority under Zoning Bylaw.

Mr. O'Neill would like a 21E study for this applicant, to-determine need for hazardous
waste cleanup. Commission responded that they have no authority under 21E and that
residential uses do not usually trigger a 21E study. Commission does usually include a
condition concerning safe handling of hazardous materials. Board of Health, Fire
Department, and Building Inspector will check for haz mat before issuing demolition
permit.
Mike Levesque mentioned that the only hazardous waste that he has are a few cans of
paints in his house. He will get rid of the cars, mentioned that they can't stay. Was not
any talk about removing the sheds as of yet. One of the sheds came with the house (built
in 1920). The other shed was put there in 1988 when the Levesques moved in. The older
shed is falling down and was going to be taken down anyhow. The only non-conforming
thing outside of the two sheds that will likely come down is the size of the lot.
Will asked for clarification - which shed(s) will be removed?
Bill Bergeron said that they will remove both and also clean up debris, any haz mat, and
vehicles. Only thing that does not conform to zoning is lot size, and there is an exception
under zoning that applies to this site. Mr. Levesque agreed.
No other comments from the public.

Walkers Brook Drive and Village Street, Order of Conditions
Mark Nogueira, engineer, Ed Shaw, developer, and Brad Latham, attorney present for
applicant. Commission reviewed draft Order of Conditions and list from Fran Fink of
suggested changes based on meeting with applicant.
Mark Nogueira submitted Revised Operation and Maintenance Plan handed out at
meeting to clarify roles of MHD and Reading DPW in maintenance. Commission
discussed revisions to draft OOC long-term maintenance section.

Motion to issue Order of Conditions with attached Findings and Conditions as amended
this evening by Thad, seconded by Pat. Voted 6-0-0
Sunset Rock Lane Subdivision, Enforcement Order
Peter DeGennaro, developer, had sent request.to delay discussion of draft Enforcement
Order until meeting on February 27, 2002. Fran Fink reported on recommendations to
revise the draft from discussion with Town Engineer: The Commission asked Mrs. Fink -
to revise the draft and send a copy to Mr. DeGennaro, and they will review and act on it
at next meeting as requested. We need to hold March 15th deadlines.

Rosario Cartolano was present, owner of Lot 10 of the subdivision. Questioned whether
Partial Certificate of Compliance was properly issued for his lot and submitted some
letters. His concern is about the grading on Lots 9 and 10, and flooding problems on Lot
10. Don Brandon is the landscaper that came with Mr. Cartalano.
Thad responded that Lot 9 was built too high and the solution has to deal with that. The
draft Enforcement Order does include a finding about this problem and an order to
correct it. Commission was not sure that they could take back the PCOC at this point.

The Deadline is February 22° .

Town Meeting Warrant Article - Draft for approval
Article is to renew revolving fund for consulting fees. Commission voted 6-0-0 to submit
as drafted.
